Karl Theodor von Guérard (born December 29, 1863 in Koblenz , † July 21, 1943 in Ahaus ) was a German lawyer and politician ( center ).

Life and work

Guérard was born the son of a court procurator. After graduating from high school in Düsseldorf , he began studying law and political science at the universities of Freiburg im Breisgau , Bonn and Berlin , which he completed in 1885 with the first state examination in law. In 1886 he entered the Prussian judicial service as a court trainee and two years later switched to administrative service as a government trainee. After the second state examination in law in 1891, he became a government assessor. From 1905 to 1928 he worked as a civil servant at the Upper Presidium of the Rhine Province in Koblenz , most recently as a Secret Upper Government Councilor.

Guérard was elected to the German Reichstag in the Reichstag elections in June 1920 , to which he was a member until September 1930. In parliament he represented the constituency of Koblenz - Trier . In 1924 he spoke out in favor of a government coalition with the DNVP , but after 1926 he again advocated a new edition of the Weimar coalition . In addition, since 1926 he was vice-president of the center parliamentary group in the Reichstag.

Public offices

Guérard was from 1898 to 1905 district administrator of the Montjoie district . On June 28, 1928, he was appointed Reich Transport Minister to the government led by Reich Chancellor Hermann Müller and at the same time took over the provisional management of the Reich Ministry for the occupied territories . After the Center Party's demand for three ministries in the Reichstag failed due to the objection of the DVP , he initially resigned from the Reich government on February 6, 1929, but then became Reich Minister of Justice on April 13, 1929 . From March 31, 1930, Guérard was again Minister of Transport in the government headed by Chancellor Heinrich Brüning . At the request of Paul von Hindenburg , he resigned on October 9, 1931.

Guérard married Hedwig Mooren (* 1871), daughter of Albert Mooren , in 1891 . Their daughter Annemarie married the factory owner Paul Oldenkott in 1921
