Vollrath Vogelmann

Vollrath Vogelmann (born February 5, 1808 in Wertheim , † July 17, 1871 in Bad Homburg ) was a Baden civil servant who was finance minister of the Grand Duchy of Baden from 1860 to 1866 .

Origin and family

His father came from Schwäbisch Hall and worked in Wertheim from 1794, most recently as administrator of the Wertheim choir monastery . In 1836 he married Sophie Günther with whom he had three sons and two daughters.

Life

Vogelmann attended high school in Wertheim from 1818 to 1825 . In 1826 he began studying camera science with a focus on forest science at the Eberhard Karls University of Tübingen . He was able to gain his first practical experience during his studies as a forestry assistant in Pfalzgrafenweiler . The State Economics Faculty of Tübingen awarded a prize in 1827 for his treatise on forest pastures and forest litter . In 1827 he moved to the Ruprecht-Karls-Universität Heidelberg . In October 1829 he passed the state examination and was hired as a chamber trainee in March 1830 and took up a position in Tengen until he switched to domain administration in Constance in November 1831 . In September 1832 he became private secretary to Hereditary Prince Adolf zu Löwenstein-Wertheim-Freudenberg . In 1834 Vogelmann received his doctorate in political science in Tübingen.

In the Ministry of the Interior

In November 1834 Vogelmann became ministerial secretary of the Protestant church section. In December 1835 he was promoted to Ministerialassessor and in February 1838 to Ministerialrat. In the church section he dealt in particular with the implementation of the tithe replacement in Baden and published a treatise on this in 1838. In March 1842 he became Ministerialrat in the actual Ministry of the Interior.

In the War Department

In August 1847 Vogelmann was transferred to the War Ministry headed by Karl Wilhelm Eugen von Freydorf and promoted to the Secret War Council. On April 2, he was appointed Chief Executive of the VIII Army Corps of the German Confederation . On April 26, 1848 he arrived in Freiburg im Breisgau , which had been stormed by troops of this corps two days earlier ( storming Freiburg ). On behalf of the corps commander Prince Friedrich von Württemberg Vogelmann organized the care of the wounded.

During the Baden Revolution , after the military mutiny of May 1849, he resigned his office and retired to his estate near Baden-Baden because he did not want to serve the Baden Revolutionary Government . On June 23, 1849 (after the battle at Waghäusel ), Vogelmann was reappointed to the War Ministry by the Grand Ducal government and charged with organizing all military hospitals. In 1849/50 he was involved in negotiations between the Grand Duchy and Prussia about the costs of occupation and the temporary relocation of Baden troop contingents to Prussian locations. He supported the new Minister of War, August von Roggenbach , in the reorganization of the Baden army. In 1953 Vogelmann published a manual for officers and war officials. After Roggenbach's death in April 1854, Vogelmann asked for his transfer to a civilian ministry. The new Minister of War, Damian Ludwig , only gave in to this request in May 1856.

In the Treasury

In May 1856, Vogelmann became the first councilor to move to the Finance Ministry headed by Franz Anton Regenauer . At the end of 1856 he represented the Grand Duchy in Vienna at the coin conference that met there , which led to the conclusion of the contract in January 1856. After the fall of the Stengel cabinet , Vogelmann was appointed Privy Councilor II class and President of the Ministry of Finance in the Stabel cabinet in April 1860 . On October 7, 1862, he was appointed to the Council of State. The solid financial management of his predecessors enabled him to initiate various tax cuts in 1863. He organized the financing of the railway network with the help of loans . After the conflict between Prussia and Austria came to a head and Baden was preparing for war with the majority of the states of the German Confederation on the Austrian side, Vogelmann's task was to initiate the financing of the war costs through a forced loan. After the defeat of Austria and its allies in the German War of 1866, the entire Stabel cabinet was dismissed on July 23, 1866 because of its Austria-friendly policy and replaced by the Mathy cabinet , with Karl Mathy himself taking over the finance ministry. Vogelmann was retired on July 27, 1866.

The assemblyman

In 1939 Vogelmann was elected member of the second chamber of the Baden Estates Assembly, where he represented the constituency of the offices of Wertheim and Walldürn (see also the list of members of the Baden Estates Assembly 1839 and 1840 ). This mandate was renewed each time until he resigned it in 1848. In 1850 he was elected again as a member of parliament, where he now represented the constituency of the offices of Baden-Baden, Gernsbach and Steinbach . In October 1851 he resigned from his parliamentary mandate due to excessive work. As a member of parliament, Vogelmann also dealt in particular with the redemption of the tithe in Baden.

More functions

In 1835 he helped found the General Pension Fund in the Grand Duchy of Baden , on whose board of directors he was appointed in 1836. In 1864 he became president of the committee of this institution.

Since 1833 Vogelmann worked as a member of the Baden agricultural association and became president of the association in 1840. At the beginning of 1852 he was still concerned about the revision of the statutes of the association and in October 1852 he resigned the office of president of the association, which he had held for 12 years.

In 1847 he became secretary and treasurer of the Military Karl Friedrich Order of Merit .

Retired

During the Franco-Prussian War in 1870 he organized a military hospital in Durlach . In 1871 he went to Bad Homburg for a cure in poor health, where he died of a heart attack on July 17, 1871 - shortly after his arrival. He was buried in the old cemetery in Karlsruhe .

Honors

Vogelmann received the Prussian Order of the Red Eagle III in 1849 . Class. In 1865 received the Commander's Cross 1st Class of the Order of the Zähringer Lion .
