George Wise was a cousin of Congressmen John Sergeant Wise (1846–1913) and Richard Alsop Wise (1843–1900) and the nephew of Governor Henry A. Wise (1806–1876). He was born on the Deep Creek family estate in Accomack County and later graduated from Indiana University in Bloomington . After a subsequent law degree at the College of William & Mary in Williamsburg and his admission as a lawyer, he began to work in this profession in Richmond. During the Civil War he was a captain in the Confederation Army . From 1870 he served as the Richmond District Attorney. At the same time he embarked on a political career as a member of the Democratic Party .

In the 1880 congressional election , Wise was elected to the US House of Representatives in Washington, DC in the third constituency of Virginia , where he succeeded Joseph E. Johnston on March 4, 1881 . After three re-elections, he was able to complete four legislative periods in Congress by March 3, 1889 . From 1885 to 1887 he headed the craft committee. George Wise was also re-elected in 1888 and served another term in Congress on March 4, 1889. His Republican opponent Edmund Waddill , however, appealed against the election result. When this was granted, Wise had to cede his mandate on April 12, 1890 to Waddill, who ended the legislative period until March 3, 1891.

In the elections of 1890 Wise was again elected to Congress in the third district of his state, where he replaced Waddill on March 4, 1891.
