Herbert Eugene Harris II (born April 14, 1926 in Kansas City , Missouri , † December 24, 2014 in Mount Vernon , Virginia ) was an American politician . Between 1975 and 1981 he represented the state of Virginia in the US House of Representatives .

Career

Herbert Harris attended public schools in his home country. In 1944 and 1945 he graduated from Missouri Valley College and then until 1946 the University of Notre Dame in Indiana . He then attended Rockhurst College until 1948 . After a subsequent law degree at Georgetown University in Washington, DC and his license to practice law in 1951, he began working in this profession in Kansas City. In the same year he moved to the federal capital. There he was co-founder and vice-president of the commercial consultancy firm Warner & Harris Inc. At the same time he embarked on a political career as a member of the Democratic Party . From 1968 to 1974 he was a member of the Fairfax County County Council, where he had since moved. At the same time he was working for the Northern Virginia Transportation Authority . From 1970 to 1974 he was vice chairman of the Washington Metropolitan Area Transit Authority , which operates public transportation in the greater Washington DC area.

In the 1974 congressional elections , Harris was elected to the US House of Representatives in Washington in the eighth constituency of Virginia, where he succeeded Republican Stanford Parris on January 3, 1975 . After two re-elections, he was able to complete three legislative terms in Congress by January 3, 1981 . In 1980 he was defeated by his predecessor Parris. After his time in the US House of Representatives, Herbert Harris practiced as an attorney with the Harris & Berg law firm in Washington.
