The Austrian Federal Ministry of the Interior ( BMI or Ministry of the Interior for short ) is the Security Authority III. Authority and in particular for the security system , also responsible for matters of citizenship , elections , referendums and referendums . Head of the ministry is the Federal Minister of the Interior , currently Karl Nehammer .

history

In the Austrian Empire , from 1867 in Cisleithanien , the western part of Austria-Hungary , the Imperial and Royal Ministry of the Interior existed from 1848 to 1918 . First department chief was, a week after the fall of Metternich in the revolution of Emperor Ferdinand I appointed on 20 March 1848 Franz Piller village . The ministers were appointed and dismissed by the emperor without the involvement of parliamentary bodies. The last Imperial Minister of the Interior was Edmund Ritter von Gayer , who handed over his German-Austrian agendas at the beginning of November 1918 to the State Secretary of the Interior, Heinrich Mataja , appointed on October 30, 1918 , and was formally dismissed by the resigning Emperor Karl I on November 11, 1918. The BMI's predecessor institutions were called the State Office of the Interior in 1918/1919 , after the merger with the Ministry of Education until 1920, the State Office for the Interior and Education . With the entry into force of the Federal Constitutional Law , the name changed to the Federal Ministry of the Interior and Education . In 1923 the ministry was incorporated into the Federal Chancellery , where it remained until 1938 - as a portfolio of security and internal administration matters . From 1929 the head of department was appointed Federal Minister (for internal affairs). From 1932 there was also a special Federal Minister for Security , also subordinate to the Federal Chancellor. The current name of the Federal Ministry of the Interior has existed since 1945 . In the Federal Government Faymann I there was a State Secretariat for Integration in the Ministry of the Interior from April 21, 2011 until the inauguration of the new government on December 16, 2013 , State Secretary was Sebastian Kurz (ÖVP).

The Federal Ministry of the Interior is responsible for:

  • Security matters insofar as they do not fall within the sphere of activity of another federal ministry.
    • Maintaining public peace, order and security; Measures to restore the subjective and objective safety of crime victims.
    • Weapons, ammunition and explosives, shooting with the exception of military weapons, shooting and ammunition as well as explosives and guns in mining.
    • International police cooperation.
    • Monitoring of entry into and exit from the federal territory; Immigration and emigration.
    • Aliens police and registration systems, including matters relating to the register of residents.
    • Investigation of border incidents.
    • Residence ban, expulsion and deportation; Asylum; Extradition matters that are not to be carried out by the judicial authorities.
    • Census systems.
    • Association and assembly law.
    • Matters of the press police that are not concerned with the administration of criminal justice, including those relating to new media.
    • Heraldic being.
    • Event management.
    • Passport matters with the exception of diplomatic passport matters.
    • Assistance in the event of natural forces and accidents, including matters relating to rescue services and the fire brigade.
    • Coordination in matters of state crisis management and state disaster control management;
    • Participation in event-related crisis management. International disaster relief.
    • Civil defense matters insofar as they do not fall within the scope of the Federal Ministry of Science, Research and Economy.
    • Traffic education and traffic statistics as well as procurement and maintenance of facilities for the monitoring of road traffic within the framework of the involvement of the federal police in matters of the road police.
  • Affairs of state borders with the exception of their surveying and marking.
  • Matters relating to the organization and operations of the Federal Police and other security guards, insofar as they do not fall within the scope of another Federal Ministry.
  • Citizenship and Home Law Matters.
  • Civil status matters, unless they are to be carried out by the judicial authorities.
    • Matters of naming law, keeping of civil registers and administrative marriage matters.
  • Matters relating to elections, referendums, referendums and referendums based on the Federal Constitution, as well as matters relating to elections to the European Parliament and European citizens' initiatives.
  • Affairs of the organization of internal administration in the countries.
  • Affairs of the municipalities and associations of municipalities, insofar as they do not fall within the scope of the Federal Chancellery.
  • Matters of the foundation and fund system, insofar as they do not fall within the scope of another federal ministry.
  • War Grave Welfare Affairs.
  • Guided tour of the Mauthausen Memorial (Mauthausen Memorial).
  • State administration matters that are not expressly assigned to another Federal Ministry.

Under Federal Minister Strasser, the old division of Section II into groups ( Group A : Federal Police, Group B : Central Gendarmerie Command, Group C : State Police Service, Group D : Criminal Police Service, Group E : Administrative Police Service and Group F : Planning and Training) was in favor of one Structure in departments and units changed. In 2010, the groups in Section II were reintroduced.

Fund holdings

The Federal Ministry participates in or is operated by several funds :

  • Federal Police Support Institute
  • Federal Police Welfare Fund
According to the statutes of the Federal Police's Welfare Fund, the aim of the Federal Police's Welfare Fund is to support employees of the Federal Ministry of the Interior in need, in particular the employees of the Vienna State Police Department, the city police commanders outside Vienna and the employees who are eligible to vote for the Central Committee of the Security Administration's employees, as well as their survivors, by granting support and repayable loans.
  • Welfare fund for the federal executive branch
According to the statutes, the Welfare Fund for the Executive has the purpose to grant children of executive members for three places of the executive at the Theresian Academy of Education in agreement with the Ministry of Education, to grant grants to members of the executive who are on duty as a result of an injury or illness are in dire straits and to grant aid to survivors.
  • Gendarmerie anniversary fund 1949
According to the statutes of the Gendarmeriejubiläumsfonds-GJF 1949, the purpose of the fund is to support needy employees of the state police departments and their subordinate departments (except LPD Vienna), and the members of the federal police guard in the Federal Ministry of the Interior or their surviving dependents by granting financial assistance and repayable loans.

The Vienna City Expansion Fund , which was dissolved in 2017 , also belonged to the Ministry of the Interior.
