Chelsea was organized as an independent town on March 1, 1851. Previously, Chelsea was part of Hallowell. In 1855, Chelsea gave land to Pittston. Chelsea was named after Chelsea in Massachusetts.

The United States' first hospital for veterans is located in Toguz, an area of ​​Chelsea. It is operated by the United States Department of War Veterans . In 1865, President Abraham Lincoln signed a treaty creating asylum for wounded or disabled soldiers in the Civil War . The first house, which was used was the former hotel property Toguz Springs Hotel , which previously belonged to the entrepreneurs Horace Beals. He planned to build a bathing resort on the site. The basis should be the mineral water source. He built a hotel, stables, leisure facilities and a bathhouse, a race track and driveways.
