The settlement of Rome started around 1780. The area was initially called West Pond Plantation , but the name was changed to Rome when it was organized as a town in 1804 .

The area was part of the Kennebec Purchase from Governor Bradford's Plymouth Plantation in Massachusetts. Land was given to Mount Vernon in 1814, to Vienna in 1815 and 1840, and to Belgrade in 1845 and 1897.
