As in the previous season , the Regionalliga was played in three regional groups South, North and West.

In the south group a single round with 12 teams was carried out.

• North was played a single round with 6 teams;
• West was played a single round with 6 teams;

Then the two best placed in the groups North and West played a qualifying round for the Oberliga Nord in 1980/81 with the last two placed in the Oberliga Nord. For the group south, the season was over after the single round.

The VERC Lauterbach waived the right of promotion. Thus, in addition to the athletically qualified ESG Kassel, the EC Nordhorn moved up into the promotion round.
