The ice hockey league was carried out as in the previous season in the form of a group south and a group north.

In the group south there were some changes compared to the previous year:

• The team of the EC Peiting, which had not participated in the 2nd Bundesliga in the previous year, started again in the Oberliga Süd.
• The Augsburg EV team, relegated from the 1st Bundesliga, decided not to take part in the 2nd Bundesliga and instead took part in the Oberliga Süd.
• The EV Pfronten was relegated from the 2nd Bundesliga to the Oberliga Süd.
• Since the Oberliga Süd should be increased to 16 teams, four teams from the Regionalliga Süd rose.
• The SG Moosburg withdrew their team from the Oberliga Süd before the start of the season.

Thus, the group south played a single round with 15 participants. The first four qualified for the promotion round to the 2nd Bundesliga , the last team was relegated. In the group north , after a preliminary round with 10 participants, there was a final round of the best eight teams, from which the best four took part in the promotion round to the 2nd Bundesliga . The other teams in Group North played a qualification for the Oberliga Nord with two teams each from the regional leagues north and west . The promotion round to the 2nd Bundesliga was held in 2 groups, the first in each group played in the first and second leg for the league championship and were athletic climbers.

• Hamburger SV - VER Selb 6: 5; 4: 1

Hamburger SV and VER Selb are athletic climbers in the 2nd Bundesliga. Since the Hamburger SV did not get enough ice ages from the city of Hamburg for the increased training needs of the 2nd Bundesliga, they waived the promotion in favor of the EHC Krefeld 78.
