The ice hockey league was carried out as in the previous season in the form of a group south and a group north / west.

Before the season

• Oberliga Süd: After the voluntary relegation of Augsburg EV , EA Kempten / Kottern and EV Landsberg from the 2nd Bundesliga , the Oberliga was increased to 18 clubs.
• Oberliga Nord: The league should be carried out with 12 teams, but Eintracht Frankfurt moved up to the 2nd Bundesliga , TV Jahn Wolfsburg suspended for one season due to a lack of ice times for the game operation and the Neusser SC withdrew to the regional league . For this the VERC Lauterbach was ready to move from the regional league to this league. In contrast to the previous season, the WSV Braunlage team started under the name EC Braunlage .

The ten clubs in the Oberliga Nord played a double round, while the 18 clubs in the Oberliga Süd played a single round. The first four teams from the north group and the best teams from the south played the qualifying round with the last two teams of the 2nd Bundesliga in two groups of six teams.
