The ice hockey league was carried out as in the previous season in the form of a group south with 16 participants and a group north with 9 participants. The championship was won by SC Memmingen , which rose to the 2nd Bundesliga together with EC Bad Nauheim , EV Ravensburg and TSV Peißenberg .

In the north group the preliminary round was carried out as a double round and in the south group as a single round.

After the preliminary round, the best ten teams from the South group took part in the qualification for the 2nd Bundesliga South 1991/92 , while the other teams took part in the qualification round with the participants from the Regionalliga South and South-West . The fourth place from the group north - ESC Ahaus - and the seventh place EC Diez-Limburg did not participate in the qualification for the 2nd Bundesliga North 1991/92 , so that in addition to the teams in 1st to 3rd place and 5th to 6th place still the eighth place took part. The other teams played the qualifying round with the participants from the Regionalliga Mitte, West and Nord .

  • Shortly before the start of the Oberliga Nord, EHC Salzgitter withdrew. During the preliminary round, EHV Wesel went bankrupt after the 18th matchday and EC Nordhorn after the 23rd matchday . All games were canceled. The ESC Ahaus, who was qualified to qualify for the 2nd Bundesliga, decided not to participate. The EC Diez-Limburg waived its right to move up, so that REV Bremerhaven participated as the sixth team of the Oberliga Nord .
