The 1977/78 season of the ice hockey league , the third highest division in German ice hockey , was played like the previous season in two regional groups, North and South. The champions became the RSC Bremerhaven , which for the first time rose to the second highest division. By increasing the Bundesliga in the following season, EV Regensburg and EHC Essen also moved up to the 2nd Bundesliga .

The group north first played a preliminary round with 12 participants, then the first 6 of the preliminary round played a final round taking the points from the preliminary round with them. The last 6 of the preliminary round played a qualifying round for the Oberliga 1978/79 together with the first of the Regionalliga Nord and the first two of the Regionalliga West.

The group south played a single round with 12 participants, then the first 6 of the preliminary round played a final round, the last 6 a relegation round, each taking the points from the preliminary round.

After all, the first and second of both groups North and South played in a promotion round. The winner of this promotion round rose directly to the 2nd Bundesliga , the second played in a two-legged match against the penultimate of the 2nd Bundesliga for promotion.

Oberliga Nord

The GSV Moers renounced the promotion. But the Grefrather EC remained in the Oberliga Nord, although he had waived the qualifying round in the previous year.

Qualifying round

Neusser SC and Berlin FC Preussen decided not to take part in the qualifying round and were relegated. The first of the Regionalliga Nord ESC Wedemark and the first two of the Regionalliga West, GSV Moers and VERC Lauterbach, qualified from the Regionalliga .

The regional league champion SC Reichersbeuern had renounced the promotion. As a result, the VER Selb, which was inferior to the Deggendorfer SC in relegation, remained in the top division.

By increasing the Bundesliga to 12 teams, ERC Sonthofen was able to remain in the league as a successor, while DEC Frillensee Inzell waived.

EV Regensburg lost the relegation games against SG Nürnberg . Due to the increase in the Bundesliga, Regensburg and Essen moved up to the 2nd Bundesliga.
