The group south played a single round with 12 participants, then the first 6 of the preliminary round played a final round, the last 6 a relegation round, but in contrast to the previous year without taking the points from the preliminary round. The group north first played a preliminary round with 8 participants, then the first 6 of the preliminary round played a final double round (without taking the points from the preliminary round). The last 2 of the preliminary round played a qualifying round for the Oberliga 1979/80 together with the 3 first of the Regionalliga Nord and the 4 first of the Regionalliga West.
After all, the first three of the two final rounds North and South played in a promotion round. The first and second of these promotion round went straight into the 2. Bundesliga on the third party (Herner EV) moved to the retracted to the league 1. Bundesliga relegation Augsburger EV in the 2. Bundesliga after.
The TSV Peißenberg and the ERC Sonthofen are sporting relegated to the Regionalliga. Because of the increase in the Oberliga Süd to 16 teams, TSV Peißenberg remains as a successor in the Oberliga.
The EHC Krefeld 78 and the Neusser SC were athletic climbers in the Oberliga Nord. The ERC Ludwigshafen waived a promotion for financial reasons, but moved the Berlin FC Preussen to the Oberliga Nord.

The Deggendorfer SC and the Schwenninger ERC qualified for the 2nd Bundesliga, while the Herner EV later rose as a successor. Deggendorfer SC also won the title of Oberliga master in 1979.
