The last season of the old ice hockey league was carried out as in the previous season in the form of a group south and a group north, whereby the group south was reduced to the target strength of 16 teams and the group north was filled to the target strength of 16 teams.
In the north group as in the south group, the preliminary round was carried out as a single round.
The eight best teams in the north and south play the championship round after the preliminary round , while the other teams in the south qualify for the major league with the participants from the Regionalliga Süd in two groups and in the north in one group with the participants from the Regionalliga North participate.
Oberliga Nord
Preliminary round
The teams ranked 1 to 8 in the preliminary round took part in the championship round. In addition to the champions of the Oberliga Nord, the ranking for the play-offs for the Oberliga championship against the clubs of the Oberliga Süd was determined. The remaining teams played against the eight best teams in the Regionalliga Nord. Since the Berliner SC withdrew their team after the preliminary round, the ninth of the Regionalliga Nord moved up.
The EC Dorsten was excluded from the game shortly before the end of the round due to two non-appearances. All games with Dorstener participation were canceled.
Oberliga Süd

The teams in places 1-8 took part in the championship round, which also determined the ranking for the play-offs for the German Oberliga championship. Originally, the play-offs should also be used to determine a promoter to the 2nd ice hockey Bundesliga. The introduction of the German Ice Hockey League made this plan obsolete. The other teams of the Oberliga Süd played with the eight best teams of the Regionalliga Süd in two groups of eight teams to stay up.
The two finalists were sporty climbers, the third of the play-off round was supposed to play a relegation game against the third from last in the 2nd Bundesliga. Due to bankruptcies in the 2nd Bundesliga, the relegation game did not take place. After the establishment of the German Ice Hockey League (DEL) in the summer of 1994, only the ESC Wedemark and the ETC Timmendorfer Strand applied for the new professional league DEL, but neither received a license.
