The 1994/95 season of the 1st ice hockey league was the first season of the new second highest German league, which was created by the introduction of the German ice hockey league in the summer of 1994. The teams that had qualified for the 1994/95 league season were qualified. As before the Oberliga, the league was played in two groups, the North Group and the South Group .
In the north, REV Bremerhaven withdrew to the 2nd division north, the ice hockey department of TSV Adendorf split under the name Adendorfer EC and was downgraded to the Lower Saxony league , the Herford EG stopped playing. The group played with 14 teams.
In the south, the EV Landsberg was added, which was the only team in the previous 2nd Bundesliga that had not applied for a license for the DEL. As a result, the actually promoted EV Dingolfing slipped back into the 2nd division. The group played with 16 teams.
In the group south as in the group north, a main round with 16 participants or 14 participants was played as a single round. At the end of the main round, the participants in group south played a championship round as a single round in places 1 to 8, while in group north the participants in places 1 to 10 also played a championship round as a single round. The other participants in the South group played in two groups with the participants from the 2nd League South from a promotion round to the 1st League South 1995/96 , while in the North Group the remaining teams with the participants in the 2nd League North at the Promotion round to 1st League North 1995/96 participated.
After the championship rounds, the participants in group south and the best eight teams in group north played in a play-off round the champions of the first division and at the same time the participants who were able to apply for a license for the DEL 1995/96 . Of these, the SC Riessersee exercised the right and rose to the German ice hockey league, as a place had become free due to the game operations of the Maddogs Munich .
