The 1999/2000 season was the second season of the new, second-highest German division and the first to be played under the name of the 2nd Bundesliga . In contrast to the previous season , in which the league was still played under the name of the Bundesliga , this season the division was given the "old" name of the 2nd Bundesliga again by agreement between the German Ice Hockey League and the German Ice Hockey Association . 16 teams took part in the game.

Attendees
Of the participants of the previous season, the champion ESC Moskitos Essen rose to the DEL and the Erding Jets in the qualifying round to the ice hockey league 1999/2000 . The play-off participants in the final table EC Bad Nauheim , Düsseldorfer EG , GEC Nordhorn , EHC Freiburg , Iserlohner EC , Braunlager EHC / Harz and SC Riessersee were directly qualified. The teams ERC Ingolstadt , Tölzer Löwen , Grefrather EV , EHC Neuwied , Heilbronner EC , ES Weißwasser , SC Bietigheim-Bissingen , EC Wilhelmshaven-Stickhausen and GEC Nordhorn qualified for the league via the qualifying round of the previous season. The Crocodiles Hamburg remained in the league due to the rise of the Essen mosquitoes and the waiver of the teams ETC Crimmitschau and Erding Jets , which were better placed in the qualifying round of the previous season.
mode
As a mode it was agreed that after the preliminary round, the teams in places 1 to 12 play a placement round with the points taken. Originally, the other teams with the top division should first play a placement round and then take part in the promotion playoff there. After the GEC Nordhorn first had to file for bankruptcy in November 1999 and the EHC Neuwied in January 2000 and the Grefrather EV finally ceased its gaming operations, all that remained was the Braunlager EHC / Harz , which continued to play in the placement round of the Oberliga Süd .
After the placement round, the eight best teams of this round took part in the championship play-offs, while the season ended prematurely for the participants in 9th to 12th place.
In the play-off final, the Düsseldorfer EG prevailed against the ERC Ingolstadt and applied for re-entry into the German Ice Hockey League , which was granted by the DEL. Then the team of the Crocodiles Hamburg tried unsuccessfully to acquire the DEL license from Starbulls Rosenheim , which was outstanding for sale , which then succeeded the Iserlohner EC .

The teams from Nordhorn, later also Neuwied and Grefrath, withdrew from the championship due to financial problems. Since only the Braunlager EHC / Harz did not reach the play-offs, there was neither a relegation round nor play-down games.
