The ice hockey Bundesliga 1998/99 was the first season of the new single-track, second-highest German division, which was named 2. Bundesliga from the following year . 16 teams took part in the first season's play.

Emergence
In the summer of 1997, the majority of the participants decided to reintroduce a single-track league under the umbrella of the German Ice Hockey Federation for the 1998/99 season . This new league was called the Bundesliga this season, but it was actually the second highest German division after the German Ice Hockey League . The previous 1st league thus became the name of the double-track third tier . In the summer of 1998, the DEL commissioner, lawyer Bernd Schäffer III. to prevent the introduction of the league by trying to win the teams for a so-called DEL II under the umbrella of the DEL. However, this was rejected by a negative vote of the participating teams, as well as a marketing of the league proposed by DEB through a concept presented by DEWE.
Of the participants in the licensing procedure for the league, the Düsseldorfer EG , which left the DEL for financial reasons, was only able to meet the requirements late, while the EC in Hanover was unable to meet the licensing requirements and then had to file for bankruptcy, as did ERC Sonthofen , whose license application was even for the - now fourth class - 2nd League South was rejected. At TSV Erding and SC Riessersee there was a long discussion about not participating in the league, but ultimately both clubs decided to participate.
At the start of the season in the second half of September, 16 instead of the 18 teams started in the league, with the team from SC Bietigheim-Bissingen only allowed to take part in the 1st League South.

In the preliminary round, a round and a half were played, that is, each team played against everyone in the first and second half of the season and then in a return game in a regional group against seven clubs. For these regional groups, the EC Bad Nauheim , the EC Bad Tölz , the TSV Erding , the EHC Freiburg , the SC Riessersee , the Heilbronner EC , the ERC Ingolstadt and the ES Weißwasser were divided into the south group, while the Braunlager EHC / Harz , Düsseldorfer EG , Moskitos Essen , Grefrather EV , Crocodiles Hamburg , Iserlohner EC , EHC Neuwied and GEC Nordhorn were divided into the North group.
On November 6th and 8th, the league took a break in favor of the national team for the World Cup qualification.
After the break, the best eight teams of the preliminary round played the placements for the play-offs in a championship round, while the last eight teams then in two groups with the four best teams of the first division north and south in the qualifying round in the form of one Single round played out the eight free places for the 1999/2000 season .

For the teams TSV Erding and Crocodiles Hamburg, which could not assert themselves in the qualifying round, the SC Bietigheim-Bissingen and the EC Wilhelmshaven-Stickhausen rose to the then 2nd ice hockey Bundesliga. However, since the Moskitos Essen switched to the DEL and the teams ETC Crimmitschau and TSV Erding, which were better off in the qualifying round (in terms of points), the Crocodiles Hamburg could remain in the league.
