The 2003/04 season of the 2nd ice hockey Bundesliga was the sixth season of the new single-track, second-highest German division and, in contrast to the previous season, began with 14 participants.
Before the season, the Tölzer Löwen and the Schwenninger ERC, who had been excluded from the DEL due to insolvency after the 2002/03 season, were able to terminate the insolvency proceedings in time for the license, as was the SC Riessersee team , which was only able to meet the requirements very late.

Attendees
Of the participants in the previous year's championship , the EHC Freiburg had advanced to the DEL ; the Lausitzer Füchse and the REV Bremerhaven were relegated to the upper league . New in the league were the Schwenninger Wild Wings , who lost the DEL license, and the 1st EV Blue Devils Weiden , champions and promoted players from the league .
mode
Compared to the previous season, the mode has been changed again. First, a preliminary round was completed as a double round, during which the team of SC Riessersee was excluded from play on December 5, 2003 because of outstanding payments as a result of two consecutive home game bans. In addition, at the beginning of December 2003 an application for insolvency was filed for the GmbH. After the preliminary round, the participants in places 1 to 8 took part in the championship play-offs, after which the champions EHC Wolfsburg submitted an ultimately successful application for admission to the German Ice Hockey League . The participants in 9th to 13th place played only one relegated athlete in a relegation round, with a bankruptcy petition being filed against the Heilbronner Falken GmbH in April 2004 during the round .
