The 1995/96 season of the 1st ice hockey league was the second season of the new second-highest German division and, as in the previous year, was played in two groups, the North and the South .

Before the season, the ETC Crimmitschau moved up for SC Riessersee, which was included in the German Ice Hockey League , and in the North group, the EC Harz-Braunlage , Neusser SC and Gelsenkirchen club Schalker Haie stopped playing , so the planned Target strength of 16 teams with 14 teams was missed.

In the group south as in the group north, a main round with 16 participants or 14 participants was played out as a single round. At the end of the main round, the participants in group south played a championship round as a single round in places 1 to 8, while in group north the participants in places 1 to 10 also played a championship round as a single round.

The other members of the group South played in two groups with participants from the 2. League South a promotion round to Hacker-Pschorr-League 1996/97 , while in the northern group, the remaining teams with the participants in the 2nd League North at the promotion round to the 1st League North 1996/97 participated.

Since EC Wolfsburg stopped playing after the preliminary round, VERC Lauterbach , another club from the 2nd division north, took part in the promotion round to the 1st division north.

After the championship rounds, the best eight teams in Group South and Group North played in a play-off round for the champions of the first division and at the same time the participants who were able to apply for a license to join the German Ice Hockey League . Of these, the ESC Wedemark exercised the right and rose to the highest German professional game class.
