The season 1969/70 of the ice hockey league was the twelfth season of the league as the second highest German ice hockey division under the Bundesliga . EV Rosenheim became the champion .

None of the teams participating in the relegation round to the Bundesliga could qualify for the top division at the end of the season. In the relegation round to the Oberliga, EC Holzkirchen and Hamburger SV missed relegation and were then replaced by EV Mittenwald , who had been relegated in the previous year, and the Berlin ice-skating club, which had voluntarily withdrawn last year .

The group south had been increased from six to eight teams. Before the season started, SG Nürnberg , who had been relegated from the Oberliga Nord in the previous year, was assigned to the South group for ESV Kaufbeuren, who had moved up to the Bundesliga instead of the disbanded team from FC Bayern Munich . For the Berliner Schlittschuhclub , located in the Regional had withdrawn the advanced Hamburger SV after. TuS Holzkirchen changed its name to EC Holzkirchen before the game began .

As in the previous year, the participating teams first played a single round in their respective league, the Oberliga Nord or Oberliga Süd , so that each club played a home and an away game against the other teams. The two group winners play the league championship. The best three teams in both groups played a relegation round to the Bundesliga with the clubs in positions 9 to 12 of the Bundesliga.

The other participants played a qualifying round with the best of the corresponding regional league group in their respective group . In the north, the four best clubs in this round qualified for the following season, while the five best-placed teams qualified in the relegation round in the south.

Prussia Krefeld waived the relegation round to the Bundesliga and instead took part in the relegation round to the Oberliga. The first two teams of Regionalliga Nord, Düsseldorfer EG 1b and EC Hannover 1b, could not take part in the relegation as second teams. Therefore:
