The 1998/99 season of the 1st ice hockey league was the first and last season of the league as the third highest ice hockey division under the DEL and the Bundesliga . After the season, the first division was replaced by the reintroduction of the league as the third division.

ESC Salzgitter withdrew from the league before the season , so that ten teams started in the south and 12 in the north. Champion was the REV Bremerhaven , promotion to the 2. Bundesliga managed, however, the SC Bietigheim-Bissingen and the EC Wilhelmshaven . The vacancies were taken by the second division relegated TSV Erding and Crocodiles Hamburg . EV Landsberg and Eintracht Braunschweig had to relegate to the regional league .

First, a preliminary round was played in the form of a double round, so that each club played two home and two away games against the other teams in its group. Subsequently, the clubs in places 1 to 4 of the two groups took part in the qualifying round for the 2nd Bundesliga with half of the Bundesliga teams. The teams in 5th to 12th place in the South group played the qualification for the 1999/00 Oberliga with the participants from the 2nd League South .

In addition, the first two of the preliminary round North and South played the champions of the first division.
