The hockey league as in the previous season in the form of a group South with 14 participants, and a group North performed with 9 participants.

In the north group the preliminary round was carried out as a double round and in the south group as a single round.

After the preliminary round, the best eight teams from the South group participated in the qualification for the 2nd Bundesliga South 1989/90 and the best five from the North group participated in the qualification for the 2nd Bundesliga North 1989/90 , while the other teams took part in the qualification rounds with the participants from the regional league.

Due to the withdrawal of the ERC Ingolstadt and the pause of the Heilbronner EC , whereupon the EHC Klostersee moved up to the 2nd Bundesliga, the Straubing remained in the top division. In addition, EV Regensburg , TSV 1862 Erding and EA Kempten rose to the top division. The Deggendorfer EC was relegated to the regional league.
