As in the previous year, the 1990/91 season of the regional ice hockey league was played in five groups - south , south-west , center , west and north . The championship was won by 1. EV Weiden .

In the south group with 11 teams and the north group with 9 teams, only one preliminary round was played as a single round, while in the middle group with 7 teams, the south-west group with 7 teams the preliminary round as a double round and in the west group with 10 Teams the preliminary round was played out as a 1.5 round. After the preliminary rounds, the first eight teams from the south and the first two teams from the south-west group took part in the qualification for the Oberliga Süd 1991/92 , while the two four from the north and west group and the two from the middle group the first three took part in the qualification for the Oberliga Nord 1991/92 . The other teams play in their groups in the qualifying rounds.
