The regional league was played again in 3 regional groups South (9 teams), West (6 teams) and North (6 teams).

In contrast to previous years, there was no qualifying round for the Oberliga Nord. Instead, the two best-placed teams in the North and West groups played a North / West final .

In the south group , a preliminary round was held first . Then the first five teams played the promotion group and the last three teams the relegation group .

There was also a newly founded Regionalliga Süd / West , made up of teams from the state associations of Hesse, Rhineland-Palatinate and Saarland with a visiting team from Luxembourg. But this group had no right to rise to the league and participate in the German regional league championship.
