In contrast to the previous season , the Regionalliga was played in three preliminary round groups - South, South-West and North - each in a single round.

After these rounds played

• the best six participants of the group south in the relegation to the Oberliga Süd with the last six of the Oberliga for promotion to the Oberliga Süd 1984/85 , where the ERSC Amberg , the SC Memmingen succeeded in the athletic qualification - the EV Pegnitz was able to still in the summer Move up in 1984 after ESV Buchloe withdrew from the state league as the reigning German regional league champion for financial reasons;
• the best three participants of the group south-west in the relegation to the Oberliga Nord with the Grefrather EC , where the ESC Rödermark succeeded in the athletic qualification and the Mainz EC, which was not eligible for the EC Bad Nauheim 1b participating, waived a possible move up;
• the best four participants of the group north in the relegation to the upper league north three sporty climbers in the upper league north, in which the EHC Bremerhaven , the later EC Hanover and the Berlin ice skating club qualified athletically and for the not eligible Hamburger SV 1b of the ESC Wedemark , who then did not want to climb, participated.

Regional league south

The Regionalliga Süd was played as a single round, the teams in first place with 6 qualified for the relegation to the Oberliga Süd . The other teams took part in the relegation.

• The teams in place 1 to 3 qualified for the Regionalliga Süd 1984/85 .
• SC Reichersbeuren moves back to the Regionalliga Süd in 1984/85 despite sporting relegation . The Deggendorfer SC also rises to fifth place.
