Since 2005 the Esiliiga consists of ten teams. Some of them are the second teams of the Meistriliiga clubs . The season winner rises directly to the Meistriliiga. The runner-up played against the penultimate Meistriliiga a relegation with a return leg.
The second teams of the Meistriliiga clubs are not eligible for promotion. If you end the season in one of the top places, the next placed will move to the promotion or relegation place accordingly. The last two clubs in the Esiliiga were relegated directly to the II Liiga by 2012, while the third last was able to hold the league via relegation.
In 2013 the II Liiga became the fourth highest division and was replaced by the newly established Esiliiga B as the third league, in which the clubs have been relegated from the Esiliiga since then.
