The Estonian soccer championship was played for the 19th time in 1939/40 as the highest Estonian soccer division of men. In the 1939/40 season, 8 clubs competed against each other in a total of 56 games. Each team played once at home and away against every other team. The 2-point rule applied . The championship was interrupted in August 1940 by the Soviet invasion during World War II. Olümpia Tartu could become champions for the first time in the club's history. ÜENÜTO Tallinn and SS Kalev Pärnu were relegated at the end of the season.
