The Estonian football championship was played for the eighth time in 1928 as the highest Estonian football division of men. The championship was held for the last time in the knockout system . Champion was for the second time in the club history of Tallinna JK after a final victory over VK Merkur Tallinn .

Location of the clubs

In the first round, lower-class clubs could qualify for the second round through victories in their regional knockout systems, which were divided into Tallinn , North, South and Central Estonia.
