The Estonian soccer championship was played for the 18th time in 1938/39 as the highest Estonian soccer division of men. In the 1938/39 season, 8 clubs competed against each other in a total of 56 games. Each team played once at home and away against every other team. The 2-point rule applied . The JS Estonia Tallinn was able to win the fifth championship in a row. The JK Tervis Pärnu and Narva THK dismounted at the end of the season.
