Gerhard Kapl (born November 11, 1946 in Wels , † July 25, 2011 in Graz ) was an Austrian football referee and football official . Professionally, Gerhard Kapl was a top civil servant in the Styrian state government.

Gerhard Kapl lost his father at an early age and grew up in poor circumstances. After Kapl 1965 at the High School of the Abbey Schlierbach the Matura had filed with honors, he enrolled at the University of Graz . There he studied law , business administration and political science and completed all three courses in 1970, 1974 and 1974 with a double master's degree and double doctorate .

After completing his studies, Kapl started working as a cost manager in the private sector. In 1977 he joined the state service and completed his year of training in the Feldbach district administration . In 1978, Kapl was commissioned to set up and later manage the testing, control and complaints department in the A15. In June 1994 he became head of the Styrian state accounting department. Also in 1994, after having held the position of deputy from 1989 to 1993, Kapl became a disciplinary attorney for the Styrian state government. Due to his successful work, Kapl was awarded the professional title of Hofrat ; the highest distinction a state official can achieve.

At Kapl, who was considered a workaholic , health problems arose in 2009. He was given four bypasses during a serious heart operation . He died on July 25, 2011 as a result of an illness diagnosed in autumn 2010. Kapl that in 2011 pension was about to leave, was married, had three children and three grandchildren.

Career in football

In addition to his successful professional career, Gerhard Kapl made an even more successful career in football . At the age of 20, he passed the soccer referee examination, which took him to the second division in 1980 and, three years later, to the Austrian Bundesliga . On September 30, 1983 Kapl headed his first game in the highest Austrian league with the encounter SC Eisenstadt against SK VOEST Linz , which was to follow 92 more games in the following ten seasons. On November 28, 1992 Kapl ended his active career as a football referee with the encounter SK Vorwärts Steyr against VfB Mödling (3-2) for reasons of age.

On January 1, 1988, Kapl was added to the list of FIFA referees and was used at 40 international matches. The highlight of his international referee career was leading the game Olympique Marseille against Sparta Prague (3: 2) on October 23, 1991 in the European Cup as well as the qualifying game for the European Football Championship Greece against Finland (2: 0) on October 30, 1991 in the Olympic Stadium in Athens .

As a functionary

After retiring from active refereeing, Kapl began a career as a football official. In 1993 he was accepted as a member of the Bundesliga referee commission.

Kapl began his international career as a functionary in 1994 when he was deployed as a delegate to UEFA and FIFA at international matches.

In 1997 Kapl was appointed chairman of the Austrian Bundesliga referee commission.

Thanks to his legal knowledge, Kapl was entrusted with the office of General Inspector of UEFA in 1998 and thus worked as “General Prosecutor” and “Chief Prosecutor”. In this role, he was also in the 2004 European Football Championship , the 2006 FIFA World Cup , Euro 2008 and most recently the 2010 FIFA World Cup worked. On the occasion of the 2006 World Cup in Germany, Kapl was responsible for security for a total of eleven games, including the opening game Germany against Costa Rica ( 4: 2 ) in Munich and the final in Berlin, Italy against France ( 1: 1 after extra time, 5: 3 on penalties ). At the 2010 World Cup in South Africa he was responsible for the safety of the games in Soccer City in Johannesburg and thus also for the opening game South Africa against Mexico ( 1-1 ) and the final Netherlands against Spain ( 0-1 after extra time ). In addition to several doping cases and other offenses, the "spitting affairs" of Francesco Totti and Alexander Frei (both during the 2004 European Championships) were among the most spectacular cases that Kapl had to deal with.

Kapl also worked as a disciplinary inspector and stadium expert for UEFA. For the high-ranking top official, it was "normal" to cover almost 600,000 air miles a year for FIFA and UEFA.

In addition to these major events, there were appearances in the Supercup final Real Madrid against Feyenoord Rotterdam (in Monaco ), in the UEFA Cup semifinals AC Milan against Borussia Dortmund , in the Champions League semi-final Inter Milan against AC Milan , in the Champions League semi-final AS Monaco against Chelsea and in the Champions League final Liverpool FC against AC Milan (in Istanbul ) were the highlights of his career as an official. In total, there are more than 200 international appearances as UEFA and FIFA delegates. As one of the few football officials, Kapl could point to having been in action in all 53 member countries of UEFA.

Kapl's abilities were also not hidden in his home country, which is why he was elected President of the Styrian Football Association (StFV) in 1999 with an overwhelming majority . This appointment was to be followed by three further elections - the last of which on January 29, 2011. In 2003 he was appointed Vice President of the Austrian Football Association (ÖFB), where he was responsible for legal, EU and referee matters as well as for the statutes of the ÖFB. Since 2004 Kapl was also chairman of the referees committee of the ÖFB.

In football circles, people were deeply affected by Kapl's death. Both UEFA and FIFA recognized Kapl's successful work as a football referee and, above all, as a football official. FIFA President Sepp Blatter , who was one of Kapl's friends of you, paid tribute to Gerhard Kapl's "excellent service in many ways" in a personal letter.
