Ingo Wellenreuther (born December 16, 1959 in Karlsruhe ) is a German lawyer , politician ( CDU ), member of the German Bundestag and former sports official .

Life

After graduating from the Goethe-Gymnasium in Karlsruhe in 1979 , Wellenreuther studied law at the Ruprecht-Karls-Universität Heidelberg and the Justus-Liebig-Universität Gießen , which he finished in 1985 with the first state examination in law. After completing his legal clerkship , he passed the second state examination in 1989 and then worked as a public prosecutor in Baden-Baden . In 1991 he moved to the Karlsruhe Regional Court as a judge . From February 2000 to April 2001 and from February 2002 to September 2002 he worked as an adviser to the CDU / CSU parliamentary group in the investigative committee " Party donations " and from May 2001 to January 2002 he was seconded to the Karlsruhe Higher Regional Court. Wellenreuther has been the presiding judge at the regional court out of service since 2002.

Ingo Wellenreuther is a Protestant , married and has two children. His son Timon has been a professional soccer player in the position of goalkeeper since 2014 , has played ten times for the German U21 national team and currently plays for the RSC Anderlecht club in Belgium .

Political career

Political party

Wellenreuther has been chairman of the CDU district association Karlsruhe-Stadt since 2002. He has been a member of the board of the CDU district association in North Baden since 2003 and was a member of the CDU state board of Baden-Württemberg from 2005 to 2007 .

Local politics

Wellenreuther was a member of the Karlsruhe municipal council from 1999 to 2013 . In 2004 and 2009 he was re-elected with the highest number of votes of all municipal council candidates in Karlsruhe.

For the election of the Lord Mayor of Mannheim on June 17, 2007, he ran for the CDU and the Mannheim List (ML) at the request of the CDU Baden-Württemberg , but was able to defeat the SPD candidate with a result of 32.07 percent of the votes Peter Kurz , who received 50.53% of the vote, did not prevail.

In 2012 he ran for the mayoral election of Karlsruhe for the CDU. Previously, he had prevailed in the internal party nomination process on March 15, 2012 with 68.68% against First Mayor Margret Mergen , who received 31.32%. He lost the mayoral election in the first ballot on December 2, 2012 with 35.41% of the vote compared to 55.26% for the joint candidate of the SPD, Bündnis 90 / Die Grünen and the Karlsruhe List (KAL), Frank Mentrup .

Wellenreuther has been a member of the German Bundestag since 2002 . Within the CDU / CSU parliamentary group, he is a member of the “Mittelstand” parliamentary group, the “group of expellees” and the “local politics” working group.

In 2002, Wellenreuther entered the Bundestag via the Baden-Württemberg state list and in 2005 as a directly elected member of the Karlsruhe-Stadt constituency . He obtained direct mandates for this constituency in the 2005 Bundestag election with 41.3% of the first votes , in the 2009 Bundestag election with 38.1% of the first votes, also in the 2013 Bundestag election with 39.5 percent of the first votes and in the 2017 Bundestag election with 28 .6 percent of the first votes. At the state representative assembly of the CDU Baden-Württemberg on March 23, 2017 in Sindelfingen , he was voted fifth on the state list by the delegates.

He is also a full member of various committees of the German Bundestag: in the 16th electoral period from 2005 to 2009 he was a member of the Bundestag Interior Committee and a deputy member of the Bundestag Legal Committee , in the 18th Bundestag a member of the Legal Committee, the Judges Election Committee and the Sports Committee and in the 19th electoral term in the Legal Affairs Committee and the Judges' Election Committee .

Positions and controversies

Forum law

As part of his work in the German Bundestag, Wellenreuther successfully advocated bringing a federal institution with a special external impact to Karlsruhe with the “Legal Forum”. Similar to the Foundation House of the History of the Federal Republic of Germany in Bonn , the “Legal Forum” is to be an information, documentation and communication center focusing on law and the rule of law. The “Forum Law” is to be opened in 2026 on the grounds of the Federal Court of Justice and will have another location in Leipzig .

Health reform

Wellenreuther voted in the German Bundestag on February 2, 2007 against the health reform of the grand coalition . As reasons, he named in particular the lack of sustainability and constitutional concerns about the reform as well as the risk of increasing contributions, less competition and more bureaucracy.

Internet blocking

Wellenreuther supported the attempt by Ursula von der Leyens to block websites to combat child pornography (see law to combat child pornography in communication networks ). He expressed incomprehension to critics of this approach, who described such an approach as ineffective, and described any hesitation as irresponsible. He rejected allegations of censorship “There is no censorship, as only access to criminal content is blocked. It would also be absurd if our Basic Law protected the most serious crime. "

As the only member of the Bundestag, Wellenreuther voted against the repeal of the Access Difficulty Act .

Heroin on prescription

In 2009, Wellenreuther announced as one of only a few CDU members of the Bundestag to vote for an amendment to the Narcotics Act . This is intended to enable the regulated dispensing of heroin to severely addicts as part of heroin therapy. In the vote in the Bundestag on May 28, 2009, Wellenreuther voted for the change in the law.

Computer games

In 2009, Wellenreuther advocated that a computer game tournament of the Electronic Sports League planned in the Karlsruhe Black Forest Hall on June 5, 2009 was canceled at short notice by the organizer, although contracts already existed. The tournament had previously been supported by the local CDU parliamentary group and CDU Lord Mayor Heinz Fenrich . In the run-up to the event, a parent LAN should take place under the patronage of Armin Laschet , Family Minister of North Rhine-Westphalia , in order to provide parents with information on the subject. As part of the tournament, among other things, Counter-Strike should be played, which is about combat; entry was restricted to those over the age of 18. Nomination process OB election 2012

The events leading up to the election of Karlsruhe mayor in 2012 caused a stir . Margret Mergen was the only challenger ahead of the nomination for the CDU candidacy . Shortly before the party’s internal nomination process, over 300 people joined the CDU. In connection with this sudden increase in membership, Wellenreuther was "accused in the election campaign of having brought members of the football club into the CDU in order to have better chances". In the nomination, Mergen was ultimately defeated by 301 votes against Wellenreuther (660 votes). The then Lord Mayor and CDU politician, Heinz Fenrich , refused to support Wellenreuther.

Memberships and social engagement

Since 2002 he has been a member of the board of trustees of the Landesvereinigung Baden in Europa e. V. and since 2007 deputy member of the board of trustees of the Federal Agency for Civic Education . He is also a member of the non-partisan European Union Germany . From 2013 to 2017 he was a member of the board of the German Football Association (DFB). Since 2007 he has been the godfather of the multigenerational house "Brunhilde-Baur-Haus" in Karlsruhe-Neureut. He is also a founding member and chairman of the Karlsruher Kindertisch e. V.

President of the Karlsruhe Sport Club ( KSC )

Ingo Wellenreuther was chairman of the election committee of the Karlsruher SC from 1997. On September 24, 2010, he was appointed emergency president by the Karlsruhe District Court on the proposal of the remaining Vice President Rolf Hauer. Both chaired the club until an extraordinary general meeting on November 17th, during which Wellenreuther was elected president of the club. In 2013, 2016 and 2019, Wellenreuther was confirmed in his office by the members of the association. After pressure from a group of investors, Wellenreuther resigned on May 14, 2020.
