The states of Kosovo and East Timor maintain diplomatic relations .

history

In the Kosovo war, NATO troops intervened in Operation Allied Force without a UN mandate from March 24 to June 9, 1999 in the area that was then part of Yugoslavia in order to end the conflict. With the help of KFOR , a United Nations protectorate under the United Nations Interim Administration Mission in Kosovo (UNMIK) was granted independence in 2008. This is recognized by 114 countries, but not by neighboring Serbia , to whose territory Kosovo belonged within what was then Yugoslavia. East Timor also took part in UNMIK.

East Timor had been occupied by Indonesia since 1975 and was still considered Portuguese territory internationally . In East Timor, the Forças Armadas de Libertação Nacional de Timor-Leste (FALINTIL) fought violently against the occupiers. In a referendum initiated by the United Nations on August 30, 1999 , the majority of East Timorese voted for independence. Indonesian security forces and militias then let East Timor sink into a wave of violence again until INTERFET took control under Australian leadership on behalf of the UN and Indonesia withdrew from East Timor. East Timor came under the Interim Administration of the United Nations (UNTAET) and was granted independence on May 20, 2002. There are friendly relations with the former occupier Indonesia and the old colonial power Portugal .

On May 26, 2009, there was a meeting in New York between Kosovar Foreign Minister Skënder Hyseni and the Permanent Representative of East Timor to the United Nations, Nelson Santos . Santos affirmed that it was only a matter of time before East Timor would recognize Kosovo as a state. Kosovo's independence is "irreversible".

On September 15, 2012, Kosovo's Foreign Minister Enver Hoxhaj began a two-day visit to East Timor at the invitation of the East Timorese Foreign Minister José Luís Guterres . He called the recognition of Kosovo an "affair of the heart".

On November 9, 2012, the official recognition of Kosovo by East Timor and the official establishment of diplomatic relations took place.
