The East Timorese-Spanish relations describe the interstate relationship between East Timor and Spain .

history

The Portuguese first landed on Timor in 1515 in what is now the East Timorese exclave of Oe-Cusse Ambeno . The first more precise description of the island came from 1522 by Antonio Pigafetta , who landed on January 26th on board the Spanish ship Victoria near Batugade and stayed for 18 days.

From 1580 to 1640 the Spanish king was king of Portugal and thus also ruler of the Portuguese colony on Timor , from which East Timor later emerged.

The Catalan and UN diplomat Francesc Vendrell played a key role in the negotiations between Indonesia and Portugal in the conclusion of the agreement of May 5, 1999, which regulated the formalities for the 1999 independence referendum in East Timor .

East Timor and Spain established diplomatic relations on May 20, 2002. The President of the Spanish Senate Esperanza Aguirre led the Spanish delegation and, because Spain was then holding the EU Council Presidency , the European Union delegation to the East Timor independence celebrations in Dili on the same day.

José Ramos-Horta , the then Foreign Minister of East Timor, traveled to Madrid on June 5, 2002 to attend the meeting of the Foreign Ministers of the European Union. In Madrid, Ramos-Horta met with the Spanish Foreign Minister Josep Piqué . On July 25, 2003, Ramón Gil-Casares , the Spanish Secretary of State for Foreign Affairs, visited East Timor and met Prime Minister Marí Alkatiri . On November 20, 2007, José Ramos-Horta, now President of East Timor , met Spanish Foreign Minister Miguel Ángel Moratinos in Madrid . The two politicians signed a joint agreement on relations between the two countries. On August 12, 2008, the East Timorese Foreign Minister Zacarias da Costa visited the Expo 2008 in Saragossa , on the occasion of "East Timor Day".

Ten Spanish police officers took part in the United Nations Integrated Mission in Timor-Leste (UNMIT).

From 2008 to 2012 the Spanish diplomat Juan Carlos Rey Salgado was ambassador of the European Union and head of the delegation in East Timor .

Spain is represented in Dili by its ambassador in Jakarta, Indonesia. In addition, the Agencia Española de Cooperación Internacional para el Desarrollo (AECID) has had a representative in Dili since 2006.

East Timor does not have a diplomatic mission in Spain. The East Timorese ambassador in Lisbon is responsible .

In March 2013, the Spanish company San José constructora received the order to restore the 28.7 kilometer section of the road from Dili via Tibar to Vila de Liquiçá .

According to the East Timor’s Statistical Office , Spain exported goods worth 134,000 US dollars to East Timor in 2016. It was 36th in the ranking of East Timor's importers. Re-exports from East Timor to Spain were valued at $ 25,000 in 2016. The Spanish Secretaría de Estado de Comercio registered exports to East Timor amounting to € 87,550 and imports from East Timor amounting to € 12,300 in 2016.

In 2018, the East Timorese Statistical Office recorded imports of prefabricated house components from Spain valued at 4,391 US dollars and vehicle parts and accessories valued at 13 US dollars.

Development Assistance

From 2005 to 2008 East Timor was one of the "countries of special attention" in Spanish development aid. From 2009 to 2012 it was still a country with a focused relationship. As of 2013, East Timor no longer had a special status. Development aid worked primarily in the field of rural development from 2008, including projects such as rural development in Liquiçá , rehabilitation and support for the establishment of a technical school for rural development in the Maliana region and the struggle for integral rural development in East Timor ( LUPADE). AECID financed projects and signed agreements with non-governmental organizations for rural development and the fight against hunger.

Entry requirements

Citizens of East Timor are exempt from the visa requirement for the Schengen states . Spanish citizens also enjoy visa-free travel in East Timor. In 2017 there were 22 Spanish citizens living in East Timor.
