The Emden / Norden constituency is a state electoral district in Lower Saxony . In addition to the independent city of Emden from the district of Aurich, it includes the city of Norden , the municipalities of Hinte and Krummhörn and the joint municipality of Hage . The constituency, like Emden itself, is a stronghold of the SPD .
