List of the mayors and mayors of Schweinfurt

from Wikipedia, the free encyclopedia

The list of mayors and lord mayors of the city of Schweinfurt gathers the city leaders of the independent, Lower Franconian city of Schweinfurt and their deputies. During the time as an imperial city (until 1803) the mayors held one of the most important administrative offices. From the 19th century they gradually rose to head the city administration and chairman of the city council.

Historical background

Until the end of the imperial city

The mayor Georg Billing (gen. 1642)

The traditional names of the mayors of the city of Schweinfurt are closely linked to the city's history. The so-called Second City Disaster on June 13, 1554 after the siege of the city in the Second Margrave War resulted in the extensive destruction of the archives in the city. That is why the names of the mayors and mayors were only handed down from the middle of the 16th century. Even before its destruction, the city had a fully trained administration headed by a mayor; before the ruin of the city, Ludwig Schäffer senior was already at the head of the city as mayor. He died during the devastation.

During the Middle Ages and the early modern period, Schweinfurt was an imperial city and therefore only subordinate to the emperor. Their mayors and the council were in charge of the city's self-government. In contrast to the dependent cities in the area, the council had real design options. The Lord Mayor chaired the council meetings and was also the chief judge in city court hearings. After their term in office, many of them rose to become imperial bailiffs who watched over compliance with imperial laws.

The power of the mayors of the imperial city was limited by complicated electoral procedures . In order to avoid too much power being concentrated on one person, between 1554 and 1617 a different person was elected mayor on two dates a year, so that a single person only held office for about six months. From 1617 onwards, the election dates were increased to four a year, so that someone else presided over the council every quarter.

Not every man in the city was entitled to vote; the mayors were recruited from those already sitting on the council who were solely entitled to vote. Until around 1565, the so-called Twelve Council was responsible for the election of the two mayors, from the second half of the 16th century the mayors were recruited from the committee of the so-called six lords. The sub-mayors were the heads of the city police office and responsible for internal security in Schweinfurt. They came from the Council of 24

Til today

After the end of the imperial city glory through mediation in 1803, there was no complete exchange of those responsible at the top of Schweinfurt. Instead, the men from the six-tier continued to occupy the office of mayor. It was not until 1814 that Schweinfurt finally became part of the Kingdom of Bavaria . With the second municipal edict, the administration was also standardized throughout Bavaria.

According to the census suffrage , the men of the city elected the community committee, which consisted of the so-called community representatives. For this purpose, however, electors were first appointed. The plenipotentiaries in turn elected the magistrate , presided over by the mayor. From 1821 the college consisted of 24 members and consisted of civil and legal councilors. In Schweinfurt two civil councilors were initially appointed mayor. With Carl Cramer and his successors, three legally qualified councilors came into office.

With the municipal code of 1869 the mayors were strengthened. Since Schweinfurt had over 10,000 inhabitants, the mayor received a deputy at his side. The designations now differentiated between the first and the second mayor. The mayor had a very strong position and was chairman of the magistrate and at the same time head of the city administration. It was not until 1919 that the Schweinfurt mayors lost their influence on the magistrate now known as the city council.

During the National Socialist dictatorship, the administration was converted to the Führer principle . In 1933, the previous mayor Benno Merkle was deposed in Schweinfurt when he was interned in Würzburg. After the Second World War , the American occupiers first appointed the mayor and elected the unencumbered authorized signatory Otto Stoffers. From 1946 the city council was restored to its original role.

The municipal code of 1952 gave the city's mayors a strong position again. The Lord Mayor of the independent city of Schweinfurt is chairman of the city council and at the same time head of the city administration. He also represents the city externally and appoints two deputies. Mayors are elected every five years. The election of Gudrun Grieser ( CSU ) in 1992 , with which the decades-long dominance of the SPD in the city ended, was particularly decisive .

Lists

Mayor of the early modern period

1554 to 1617

The list is the top , the top and bottom mayor of the Imperial City of Schweinfurt basis of Erich Saffert from the year 1951st For additions, Ludwig Schubert consulted the basic work Directory of Mayors, Councilors and Municipal Authorities of the City of Schweinfurt from 1888, although this is inaccurate in many places. In addition, the compilation by Otto Mohr, Councilor of the Imperial City of Schweinfurt , was used.

The list is arranged according to the terms of office , with the letters indicating the half-year term (L = Luciae, W = Walpurgis).

Between the second city ruin in 1554 and 1617, the mayors were elected twice a year. The elections were held on the commemorative days of Saint Lucia (December 13th) and on Walpurgis Day (May 1st) or as a Walpurgis election around Pentecost , so that the terms of office each extended over about half a year. The accumulation of terms of office of some people is remarkable. Rarely did a man hold the same office for a full year or longer, probably to prevent the accumulation of power.

1617 to 1803

The list is based on Ludwig Schubert's directory of the mayors, councilors and municipal representatives of the city of Schweinfurt . Schubert's compilation, however, only takes up the election year of the first term of office of the respective mayor and does not differentiate between mayor and mayor. This explains the partially existing doubling of the years . In this case, the two mayors are arranged alphabetically by their last names .

The missing years in the table can be explained by a second election of an already mentioned man, as the mayor continued to only recruit from the few council members. In order to highlight a possible candidate, the departure of the respective person from the council was noted in the table. A council may have been mayor again between its first election as mayor and its departure. For this purpose, the website of the Council of the Imperial City of Schweinfurt was used for comparison.

Between the second half of 1617 and the dissolution of the imperial city in 1803, the two mayors were elected four times a year, so that there was a great fluctuation among the councilors. During this time, families emerged whose members had repeatedly held the mayor's office over the course of several decades. The Fehr, the Glock, the Körnacher, the Stöhr and the Weselius should be mentioned here.

Mayor of the 19th, 20th and 21st centuries

The list of mayors of Schweinfurt in the last two centuries is based on a list drawn up by the city of Schweinfurt itself. It was supplemented by the mayors before 1818, which were taken from Schubert's directory of mayors, councilors and representatives of the city of Schweinfurt . The second and third mayors as deputies of the mayors can only be partially determined.

The long terms of office of the respective (lord) mayors are remarkable. Especially since the Second Community Edict came into force in 1818, the heads of the city of Schweinfurt have been characterized by very long periods in office. The front runner is Carl von Schultes with 45 years in office. The title of Lord Mayor was awarded as an honorary title by the state government in the 1920s, and it was not until 1933 that the title became an integral part of the office. In 1992, Gudrun Grieser was the first woman to be elected to head the city administration.
