Neustift im Mühlkreis is a municipality in Upper Austria in the Rohrbach district in the upper Mühlviertel with 1460 inhabitants (as of January 1, 2020). The community is located in the judicial district of Rohrbach .

geography

Neustift im Mühlkreis lies at an altitude of 591  m above sea level. A. in the upper Mühlviertel in the west of the Rohrbach district. In terms of the nature conservation spatial structure, the majority of the community area belongs to the Central Mühlviertel highlands , while the south belongs to the Danube Gorge and side valleys . The extension is from north to south 10.3 km, from west to east 4.1 km. The total area is 20.4 km², which means that Neustift is in the middle of the range of municipalities in the Rohrbach district. With 71 inhabitants per km² Neustift was in the upper middle range of the municipalities. In 2001, 44.1 percent of the municipal area was covered with forest, 46.1 percent of the area was used for agriculture. Compared to the federal state of Upper Austria, Neustift im Mühlkreis is more forested than the regional average (Upper Austria: 38.3 percent) or there is slightly less agricultural land (Upper Austria: 49.3 percent). The proportion of other uses (construction areas, gardens, bodies of water and others) is around 10 percent, slightly below the Upper Austrian average of 13.8 percent. Neighboring communities are Oberkappel in the northeast, Pfarrkirchen in the Mühlkreis in the east, Hofkirchen in the Mühlkreis in the southeast and Engelhartszell in the south and southwest. The state border with Germany runs to the west and north, where Neustift borders the Passau district .

Geology and soil

The landscape of the municipality is a part of the Bohemian Massif, which goes back to a very old mountain range, which was created by the Variscan mountain formation in the Paleozoic ( Carboniferous ). After the strong erosion of the former high mountains, during the Alpidic mountain formation in the Tertiary the crystalline basement was abolished by several 100 meters, causing fractures and faults. Subsequently, sediments were deposited in the Tertiary and Quaternary periods . The sea heights in the municipality range from 285 to 630 meters. Most of the municipal area is between 550 and 600 meters. In the municipal area, silicate brown earth prevails, which forms on granites and gneisses as a soil type. These are rather nutrient-poor, medium to deep, mature soils that are considered to be yield-secure due to their predominantly balanced water balance. In addition, there are gley soils in the area of ​​waterlogged springs, streams, hollows and at the foot of slopes . Podzol exists on forest plateaus.

history

Neustift Church

Originally located in the eastern part of the Duchy of Bavaria, the area belonged to the Diocese of Passau . Through a barter under Empress Maria Theresa in 1765, the area west of the Ranna became what is now Upper Austria. During the Napoleonic Wars , the place was occupied several times.

Since 1816 the place has finally belonged to Austria ob der Enns and since 1918 to the federal state of Upper Austria.

After the annexation of Austria to the German Reich on March 13, 1938, the place belonged to the Gau Oberdonau . The municipalities of Neustift and Rannariedl were merged to form the municipality of Rannastift . After 1945 the restoration of Upper Austria took place.

In 1974 the community of Rannastift was given the current name Neustift im Mühlkreis . Until the end of 2002 the community belonged to the judicial district of Lembach , on January 1, 2003 the community was assigned to the judicial district of Rohrbach.

The municipality of Neustift im Mühlkreis determined the design of the municipal coat of arms and the municipality colors (green-white-red) by resolution of the municipal council on July 19, 1975. The coat of arms was subsequently awarded by resolution of the Upper Austrian provincial government of December 15, 1975 and the municipal colors were approved. The blazon of the coat of arms reads: “ Above a red shield base, inside a silver, continuous cross, in silver a green, soaring falcon. “The coat of arms refers to the history of the community. The falcon in the upper half of the coat of arms represents the Passauian ministerial family of the Falkensteiner, who built the Rannariedl fortress around 1240/50 at the confluence of the Ranna and the Danube. The cross in turn symbolizes the Passau bishopric, which later owned the castle until 1803. The design of the coat of arms comes from Gerhard Wöß from Neustift im Mühlkreis.

Municipal council

The municipal council, as the highest body of the municipality, has 19 seats and is elected every six years in the course of Upper Austria-wide municipal council elections. The municipality board consists of five members, whereby the Austrian People's Party (ÖVP) is represented after the municipal council elections in 2009 with the mayor, the vice mayor and two other members on the municipality board and thus has an absolute majority in this body. The Social Democratic Party of Austria (SPÖ) sends another member.

The strongest faction in Neustift's municipal council has always been the ÖVP, which since 1945 has always had an absolute majority of votes and mandates and has always had a two-thirds majority. The ÖVP achieved between 69.9 and 92.7 percent during this period, with its best result in 1945. In addition to the ÖVP, with the exception of the KPÖ, only the SPÖ ran in the community after the Second World War. In 1945, the SPÖ achieved its worst result with 7.0 percent, and its best result in 1991 with 30.4 percent. In the last municipal council election in 2009, the ÖVP won 76.2 or 15 seats, the SPÖ won 23.8 percent or four seats.

The mayor has been determined by direct election since 1997 , with no absolute majority for a candidate in a runoff election . Franz Rauscher (ÖVP) won the first direct election with 75.1 percent in the first ballot. In 2003 and 2009, Rauscher won the first round with 81.9 and 76.5 percent respectively. In the election, he stood against the candidate of the SPÖ.

Population structure

In 2013, 1,450 people lived in the community of Neustift im Mühlkreis, placing Neustift in the middle of the 42 communities in the district. At the end of 2001, 96.6 percent of the population were Austrian citizens (Upper Austria 92.8 percent, Rohrbach district 96.9 percent), by the beginning of 2013 the value had fallen imperceptibly to 96.1 percent (Upper Austria 91.1 percent, Rohrbach district 96, 9 percent). A total of 56 foreigners were counted in the municipality in 2013, more than 98 percent of whom came from Europe. A total of 205 community residents were born abroad. The average age of the community population in 2001 was slightly below the national average. 20.8 percent of the residents of Neustift im Mühlkreis were younger than 15 years (Upper Austria: 18.8 percent), 61.6 percent between 15 and 59 years old (Upper Austria: 61.6 percent). The proportion of residents over 59 years of age was 17.7 percent, below the national average of 20.2 percent. As a result, the average age of the population of Neustift changed, especially in the first two segments. The proportion of people under the age of 15 fell to 16.9 percent as of January 1, 2013, while the proportion of people between the ages of 15 and 59 increased significantly to 67.0 percent. The proportion of people over 59 years of age, however, fell to 16.1 percent. According to their marital status, in 2001 49.8 percent of the residents of Julbach were single, 42.9 percent married, 6.2 percent widowed and 1.2 percent divorced.

Population development

The population development in the municipality of Neustift between 1869 and 2013 was slightly above average compared to the population development in the Rohrbach district, with the population of Neustift increasing by 15 percent during this time. The population development in the 1970s was still characterized by a positive birth balance and a slightly positive migration balance; in the 1980s this ratio changed significantly. While the birth surplus rose sharply, emigration set in, which continued into the 1990s, albeit at a reduced rate. At the same time, the birth surplus fell by more than half in the 1990s.

The Rannariedl Castle

Rannariedl Castle : Rannariedl Castle is located on a steep rocky ridge not far from where the Ranna flows into the Danube. It was built by the "Falkensteiners" in the 13th century. A medieval round tower with a wedge roof is located in the north of the complex. The residential wing surrounds a courtyard with arcades on three sides. The Gothic castle chapel was used as a parish church from 1783 to 1953. Today the castle is privately owned.

In 2001, Neustift im Mühlkreis housed a company with 20 or more employees.
