ORF III , and rarely also ORF 3 , is an Austrian special interest broadcaster that sees itself as a supplement to the full program alongside ORF 1 and ORF 2 and focuses in particular on cultural issues. Peter Schöber is the managing director and program manager, Eva Schindlauer is the second managing director and commercial director. The editor-in-chief is Ingrid Thurnher , who replaced Christoph Takacs in this position in January 2017. ORF III is an independent subsidiary of ORF. The Kulturspartensender went on air on October 26, 2011 at 2 p.m. and took over the frequencies from TW1 , whose program (tourism and weather) was discontinued on the same date , via satellite and cable , and received a new slot via antenna. Individual programs can be accessed on the Internet via the ORF TVthek.

prehistory

ORF III is, together with the second ORF special interest broadcaster ORF SPORT +, a successor to TW1 . Tourism and weather were the pillars of this ORF subsidiary channel TW1, which was broadcast from 1997 to 2011. At the center of TW1 was the idea of ​​giving Austrian tourism a broader media base. Regions or attractions such as thermal baths or hiking routes were presented in travel magazines, and weather information about Austria, Central Europe and the current weather in other regions of the world were broadcast regularly. Individual cultural programs such as erLesen , which are established today, were launched in TW1 times. TW1 was replaced by ORF SPORT + and ORF III on October 26, 2011.

ORF III focuses in particular on detailed and competently moderated interviews on topics from the areas of European politics and culture (e.g. Kultur heute , ORF III AKTUELL ), broadcasts of important opera, theater and concert performances from all over the world (Erlebnis Bühne ) , Contemporary history topics in particular around the Second World War ( zeit.geschichte ), in which Hugo Portisch played an important role for ORF III with his monumental documentary series "Austria I" and "Austria II", as well as films from Austria (Der Austrian film) . Politics live brings all debates of the National Council and the Federal Council live and in full length as well as parliamentary inquiries. Under ORF III editor-in-chief Ingrid Thurnher, the range of information was expanded considerably and, since 2018, two additional information bars have been added, "ORF III AKTUELL" and the weekday evening programs "Austria Today" and "Austria Today - The Magazine". The weekday magazines are moderated by Peter Fässlacher and Ani Gülgün-Mayr (Culture Today), who are also present with special programs wherever culture happens, and Reiner Reitsamer and Christine Mayer-Bohusch (Austria Today). As ORF III editor-in-chief, presenter Ingrid Thurnher is responsible for the program.

The focus of the ORF III program is on quality in-house productions from Austria. That is why 90% of the program budget goes into the Austrian producer landscape.

In-house productions

From the frame takes a look at the Austrian museums and galleries. Moderator Karl Hohenlohe presents a museum or an art gallery in Austria once a month .

ERLESEN the ORF III Büchersendung is moderated by Heinz Sichrovsky . In addition to mostly Austrian writers, other celebrities from the fields of art and culture are also guests. The program is broadcast every two weeks on Tuesdays.

The focus is on current affairs, especially conflict situations in politics and society around the world, with a special focus on Austria.

Inside Brussels deals with current events from Europe every Thursday . Moderator Peter Fritz discusses topics that move Europe with MEPs and journalists directly from the EU Parliament in Brussels .

Culture Today is the weekly cultural information broadcast at 7:50 p.m. with daily reports from the field of art and culture in Austria . Since autumn 2012, a studio guest has been invited to current topics from the world of culture. Peter Fässlacher and Ani Gülgün-Mayr will moderate .

The Salzburg Festival talks leads Barbara Rett with protagonists, singers, conductors and musicians such as on the edge of the Salzburg Festival . The 10-minute interviews form the prelude to the ORF III main evening during the festival.

science.talk is a science program moderated by Barbara Stöckl , in which renowned Austrian and international researchers and scientists have their say.

Meeting point medicine deals every 14 days with a wide variety of topics relating to health, medical science and research. Experts prepare the complex medical topics in an understandable way.

After ORF one and ORF 2 , the third ORF station will also be written differently, and the logos will also be designed differently, except for the “brick”. A conscious decision, says Alexander Wrabetz : "You show the family, but at the same time also the differences". The design of the program preview is adapted to the three bars (which are arranged like folders in an archive) in the logo. As with ORF eins, each program column is given a different color scheme. Often, as in the corner logo , the addition “ Culture and Information ” is added to the logo . This corner logo is in shades of gray; occasionally, for example in the program preview, it is shown in the color scheme for the corresponding topic. The original corner logo of ORF III was kept in a dark shade of gray, now it is light gray, comparable to the other ORF programs.

After the media authority KommAustria had given the green light for the new information and culture channel ORF III, the authority ORF imposed two major restrictions on advertising. It is forbidden to advertise the new station by means of so-called cross-promotion in other ORF programs, and advertising times for ORF III may not be offered in a joint package with advertising times on other programs. With the restrictions on the advertising and marketing of ORF III, the media authority wants to "ensure that the negative effects on competition on the TV market from the new ORF offer are not disproportionate".

There are no restrictions on specific program content. Such requirements are not legally permitted to the authority "in order to preserve the editorial freedom of the ORF". The approval of the media authority for the new special interest broadcaster and an accompanying online offer was a legal requirement for ORF III to go on air.

Dispute over naming

In its statement on the approval procedure at the media authority, the federal competition authority criticized the fact that the name "ORF III" insinuates a third full program, which is not the case with a special-interest channel. ORF general director Alexander Wrabetz saw no reason to change the name of the new special interest channel for information and culture, as he could not understand the criticism.

Five years after the station was founded, most of the workforce would continue to be employed "without any collective agreement". On December 13, 2016, in a resolution by the joint works meeting, the employees called on the management to treat them with respect in order to end the politically, morally and labor-law unsustainable situation.
