Penna Sant'Andrea is an Italian municipality ( comune ) with 1708 inhabitants (as of December 31, 2019) in the province of Teramo in Abruzzo . The municipality is located about 9.5 kilometers southeast of Teramo in the Valle del Volmano and belongs to the Comunità montana del Vomano, Fino e Piomba . In the municipal area is the Riserva Naturale Regionale Controllata di Castel Cerreto (about 0.7 square kilometers). The Vomano delimits the municipality in the north.

The former Strada Statale 365 di Bisenti (now a provincial road) lead through the municipality from here to Castiglione Messer Raimondo and the Strada Statale 81 Piceno Aprutina from Ascoli Piceno to Casoli . There is a connection to the A24 autostrada from Rome to Teramo.
