The county covers an area of ​​17,220 square kilometers; 6 square kilometers of this are water. The county borders the counties in New Mexico in a clockwise direction: Cibola County , Valencia County , Torrance County , Lincoln County , Sierra County, and Catron County .

The county had a population of 18,078 as of the 2000 census . There were 6,675 households and 4,492 families. The population density was 1 person per square kilometer. The racial the population was composed of 62.87% White, 0.64% African American, 10.92% Native American, 1.14% Asian, 0.06% Pacific Islander, and 20.10% other races Groups; 4.28% were from two or more races. Hispanic or Latino of any race was 48.73% of the population.
