A police inspection (PI) is a lower police authority in some German state police forces . Police inspections at the German Federal Police (BPOLI) are also well known.

Bavaria

In the Bavarian Police, a distinction is made between the normal police inspection with the specialty PI Fahndung (PIF), the border police inspection at federal borders (GPI), the traffic police inspection (VPI) and the criminal police inspection (KPI) as well as the water police station (e.g. WSP / S) and the police inspections with water protection police tasks, which, however, are not directly subordinate to the water protection police (water protection police directorate - e.g. WSP / D).

The PI at the Schutzpolizei fulfills the classic work of the Schutzpolizei with original local-factual responsibility for a protected area according to the respective police organization regulations. The tasks include a. the security and patrol service , investigation team, survey group and staff (with subject areas). Some of the staff works around the clock.

Police stations were created in the 1970s by creating large-area PIs from several smaller police stations .

The staff consists mainly of law enforcement officers . The number of employees varies widely and ranges from 20 to 300 employees. PI leader is - depending on the number of staff - usually an officer of the higher service , but at least one senior officer of the higher service . Outside of office hours, the PI leader is initially represented by a service group leader .

Saxony-Anhalt

As of December 31, 2018, the three police departments in Saxony-Anhalt were dissolved and the tasks were distributed to the five newly created police stations.

Comparable authorities in Germany

Police station in Hamburg

The same or similar tasks as the police inspection ( Bavaria , Lower Saxony , Mecklenburg-Western Pomerania , Rhineland-Palatinate , Saarland , Thuringia ) are carried out by the police station in other German states ( Baden-Württemberg , Bremen , Hesse (large cities), Saxony , Saxony-Anhalt , Schleswig -Holstein ), the police station (Hessen), the police station ( Hamburg ), the police station ( Brandenburg ) and the police section ( Berlin ). In North Rhine-Westphalia the guard areas of the district police authority are comparable; a local police force does not exist there.

Transfer and subordination relationships

In organizational terms, the PIs (and their country equivalents) are usually subordinate to the intermediate police authorities. In most countries these are the police headquarters (e.g. Rhineland-Palatinate). In Lower Saxony, five to six police inspections are subordinate to the police headquarters. There are a total of 33 inspections in Lower Saxony. The only exceptions are Saarland, which has instead set up police districts or police district inspections as intermediate authorities. There are no intermediate police authorities in North Rhine-Westphalia. The technical supervision usually leads the responsible police headquarters / regional council ; In Saarland, the police district is responsible for the technical supervision, in North Rhine-Westphalia it is the responsibility of the higher regional police authorities (State Office for Central Police Services, State Criminal Police Office, State Office for Training, Further Education and Personnel Matters).

Subordinate to the PIs (optional) are the police commissioners (e.g. in Lower Saxony) police stations, special guards and police stations or main police stations and (in Mecklenburg-Western Pomerania) police stations. Sub-units are the service groups that z. B. in the city state of Berlin are directly attached to the police sections (see above).

In the German capital, each section of the police force is assigned its own VB patrol service (fight against crime), each of which includes around ten posts (so-called civil investigators ). These specially trained members of the uniformed police force carry out their duties in civilian clothes, if possible in teams of three to four. The patrol service VB fights all criminal offenses, from the pursuit of a bicycle thief to the fugitive bank robber or drug dealer.

In certain cases or locations , e.g. B. Use of external workers or at meetings or events, the PIs are also subordinate to other organizational units (authority to issue orders and give instructions).

General

As police stations (PI) in Austria that police departments are called to ensure the security and criminal police basic services in the communities in Austria. Their number depends on the size of the population and the workload. The respective PI are officially subordinate to the locally responsible city police command (cities) or district police command , as well as to the respective security authority , such as B. a district administrative authority or the respective state police department . If this is necessary for the cross-district execution of the executive service in the area of a state police department, the Federal Minister of the Interior can also set up police inspections directly subordinate to the state police department. Organizational measures in the area of police inspections are the responsibility of the state police director in agreement with the state governor , insofar as their object is to be entrusted with or dismissed from the head of a police inspection or to be transferred without changing the official position. The head of a PI is the inspection commander. It is accompanied by one to three deputies, several clerks, and several executive officers. Since the end of 2009, so-called executive assistants , i.e. civil servants who have been handed in by Österreichische Post AG or Telekom Austria , have been doing (mainly) internal administrative work in the police stations. You have no executive powers. There are also service dog inspections (DHI), motorway police inspections (API), traffic inspections (VI) and border police inspections (GPI). The police inspections are the basis for the execution of the executive service and the most essential organizational element of the federal police guard . They act as links to the population and the local authorities, offices and other institutions. The police inspections can be reached by telephone on 059 133 . If you dial this number, you will automatically reach the nearest police station or a higher-level control center. For emergency calls , the telephone number 133 or the Europe-wide standardized emergency number 112 applies throughout Austria . In this case, you will be connected to the next district control center (BLS) or the state control center (LLZ).

designation

The establishment, relocation and dismissal of a police inspection or a specialist inspection as well as the allocation of the respective surveillance pale are determined by the state police director after obtaining the approval of the Federal Ministry of the Interior. Specialist inspections are set up for the exclusive or partial handling of border service, traffic service, sea and electricity service tasks, for the concentrated perception of service dog matters, for the operation of police detention centers and other (regional) special services. The respective police inspection is basically called: Police inspection ... with the addition of the name of the place in which it is established. If several police stations are set up in a local area , the name of the street, alley or square must be added, e.g. B. Graz-Kärntner Strasse police station . The specialist inspections have the following names with the addition of the place name or the street, alley or square in which they are erected:

  • Motorway Police Inspection ...... (API)
  • Service dog inspection ……. (DHI)
  • Border Police Inspection…. (GPI)
  • Police inspection ……. Special services
  • Police Detention Center…. (except PAZ Vienna)
  • Maritime and Electricity Police Inspection ......
  • Traffic inspection…. (VI)

In practice, however, this naming system is often broken and police inspections are named after buildings ( PI Graz Hauptbahnhof ) or districts ( PI Graz- Jakomini ).

Historical

The police inspections apply since the merger of federal police and federal safety guard corps on July 1, 2005 Federal Police as the successor of the former police station and police station . In the media, police inspections are often incorrectly referred to as police stations or guard rooms .
