The 2nd league in 1989/90 was the 42nd season of the second highest Polish men's soccer division. It started in July 1989 and ended in June 1990.

In the single-track second division 20 teams competed. These played against each other twice on a total of 38 match days, divided into a round trip. The master and runner-up rose to the first division . The last four clubs were relegated directly to the 3rd division .

The team that won by three goals or more received an extra point, while one point was deducted from the losing team.
