The 2nd league in 1996/97 was the 49th season of the second highest Polish men's soccer division. It started in July 1996 and ended in June 1997.

With Lechia Gdańsk , Siarka Tarnobrzeg and FKS Stal Mielec , three relegated teams from the first division were passed through to the third division.

The 36 teams were divided into two groups of 18 teams each. These played against each other twice in a round trip. The first and second of both groups rose to the first division . The last four teams were relegated to the 3rd division .
