The 2nd league in 1998/99 was the 51st season of the second highest Polish men's soccer division. It started in July 1998 and ended in June 1999.

The 29 teams were divided into two groups of 14 and 15 teams respectively. The clubs played against each other twice in a round trip. The champions of both groups rose to the first division . The clubs from 11th place were relegated to the 3rd division .
