The 2nd league 1982/83 was the 35th season of the second highest Polish football division of men. It started in August 1982 and ended in June 1983.

The 32 teams were divided into two groups of 16 teams each. These played against each other twice on a total of 30 match days, divided into a round trip. The two group winners rose to the first division , while the last four teams were relegated to the third division .
