List of Members of the Carinthian State Parliament (24th legislative period)

This list of members of the Carinthian state parliament (24th legislative period) lists all the members of the Carinthian state parliament in the 24th legislative period. The legislative period lasted from the constituent session of the Landtag on October 29, 1979 to the inauguration of the subsequent Landtag in the 25th legislative period on October 30, 1984.

After the state elections in 1979 , the distribution of seats remained unchanged, as in the state elections in 1975 . Of the 36 mandates, 20 mandates went to the Socialist Party of Austria (SPÖ), which thus still achieved an absolute majority, twelve to the Austrian People's Party (ÖVP) and four to the Freedom Party of Austria (FPÖ).

The state parliament elected the state government Wagner III on October 29, 1979 .

Functions

Landtag President

The offices of the President of the State Parliament and his two deputies were assigned after the election result of the State Parliament election in the proportional system, whereby the office of First State Parliament President was initially taken over by the previous Third President Josef Guttenbrunner (SPÖ). Hans Schumi (ÖVP), who had already held the post of Second President in the past period, was re-elected in 1979, and Josef Schantl was newly elected to the post of Third President. In the election of the three state parliament presidents, all three elected candidates received 32 valid out of a total of 36 votes, four votes each remained invalid. After Guttenbrunner resigned his office on December 31, 1983, the previous third President of the State Parliament, Schantl, was elected as the new President of the State Parliament on January 10, 1983. Josef Koschat succeeded the third president of the state parliament . Schantl was able to unite 35 of 35 votes, Koschat received 33 valid votes out of a total of 35. Schumi also resigned his office prematurely and resigned from office on July 1, 1983. He was succeeded by Leopold Uster (ÖVP) on July 1, 1983 as the second President of the State Parliament, receiving 33 valid votes out of a total of 35.

Club chairmen

After the state elections, the members of the SPÖ formed the "Club of Socialist State Parliament Members of Carinthia" and elected Josef Koschat as the new club chairman. After Koschat was elected third president of the state parliament, Erwein Paska replaced him as club chairman . The deputy chairman of the club was Konrad Manessinger during the entire period . The members of the ÖVP joined together to form the “Club of ÖVP Members in the Carinthian Landtag” and appointed Leopold Uster as the club chairman. After his election as second president, Uster was replaced by Nikolaus Lanner on July 1, 1983 . The club chairman's deputy was Herbert Frey . In addition, the FPÖ members formed the "Club of Liberal Members of the Carinthian Parliament". They first re-elected Erich Silla as the new club chairman, who, however, resigned from his position on December 6, 1982. Jörg Haider followed him as club chairman. The club chairman 's deputy was initially Jörg Freunschlag , who was replaced by Kriemhild Trattnig on December 9, 1982 .

Member of the state parliament

The state parliament mandates were formed in four constituencies after the state elections in 1979. These were constituency I ( Klagenfurt and Klagenfurt-Land ) with nine seats, constituency II ( Sankt Veit an der Glan , Völkermarkt , Wolfsberg ) with eleven seats, constituency III ( Villach , Villach ) with eight seats and constituency IV ( Feldkirchen , Hermagor , Spittal an der Drau ) with eight mandates. For the allocation of remaining mandates, constituencies I and II were also merged to form the constituency association (WKV) East and constituencies III and IV to form the constituency association west.

Parliament committees

In the constituent session of the state parliament, the MPs formed a total of nine committees, each made up of four representatives of the SPÖ, two representatives of the ÖVP and one representative of the FPÖ. The ten committees were:
