Pfarrkirchen im Mühlkreis is a municipality in Upper Austria in the Rohrbach district in the upper Mühlviertel with 1,449 inhabitants (as of January 1, 2020). The community is located in the judicial district of Rohrbach .

geography

Pfarrkirchen im Mühlkreis lies at an altitude of 819  m above sea level. A. in the southwestern part of the Rohrbach district in the upper Mühlviertel . In terms of the nature conservation spatial structure, the municipal area has a share in the southern Bohemian Forest foothills , the Central Mühlviertel highlands and in the extreme south of the Danube gorge and side valleys . The extension is from north to south 10.7 km, from west to east 5.6 km, the total area is 31.15 km². Pfarrkirchen is the fifth largest municipality in the Rohrbach district in terms of area. With 48 inhabitants per km² in 2013, however, the municipality was in the lower third of the municipalities in the district. In 2001, 40.7 percent of the municipal area was forested, 53.5 percent of the area was used for agriculture. Compared to the federal state of Upper Austria, Pfarrkirchen is slightly more forested than average (Upper Austria: 38.3 percent) or there is slightly more agricultural land (Upper Austria: 49.3 percent). The proportion of other uses (construction areas, gardens, bodies of water and other) is around 5.8 percent, well below the Upper Austrian average of 13.8 percent. Neighboring communities of Pfarrkirchen are Oberkappel in the north, Atzesberg in the northeast, Putzleinsdorf in the east, Hofkirchen in the Mühlkreis in the southeast and Neustift in the Mühlkreis in the southwest and west.

Geology and soils

The landscape of the municipality is part of the Bohemian Massif , which goes back to a very old mountain range, which was formed by the Variscan mountain formation in the Paleozoic ( Carboniferous ). After the strong erosion of the former high mountains, during the Alpidic mountain formation in the Tertiary, the crystalline basement was raised by several 100 meters, causing fractures and faults. Subsequently, sediments were deposited in the Tertiary and Quaternary periods . The altitudes in the municipality range from around 300 to around 900 meters, with the majority of the municipality between 550 and 700 meters. The area falls slowly from northeast to southwest and is structured by numerous knolls and hollows, which also results in the main direction of drainage. In the municipality there is silicate brown earth, which forms on granites and gneiss, as a soil type. The light to very light soils are generally poor in nutrients and their use depends on the depth and the water supply. In addition, in the area of ​​waterlogged springs, wet meadows, ditches, hollows and gley soils at the foot of slopes , there is also Podsolauf in the highest areas of the parish forest .

Landscape and vegetation

The municipality is divided into various sub-landscapes, with the Pfarrkirchner highlands in the east and north, which has a high proportion of forest in the east and a low proportion of forest in the north. The east is about 70 percent wooded and also houses the main town, Pfarrkirchen. The forest has a partially natural composition and structure and is home to spruce-fir-beech forest as well as pure spruce stands that are strongly influenced by forestry. Agriculture in this area has a clear focus on grassland management , with the cultivated land around the village of Pfarrkirchen being used as a golf course . The north of the highlands is only 25 percent forested, with pure spruce stands that are heavily influenced by forestry and only small areas of deciduous wood with predominantly beech trees. The sub-area is sparsely populated, the mixed arable and grassland farming has a slight focus on grassland. The center or the west of the municipality is a raised hill country with regular landscape elements. This is an agriculturally more or less intensively characterized area with regularly distributed forest areas, with 20 percent of the sub-area being forested and loosely populated. Most of the forest areas are pure spruce stands that are strongly characterized by forestry, the mixed arable and grassland management has a slight focus on grassland management, with a few extensive hay meadows, especially on steep slopes, being preserved. In the far west and south-west lies the forested ravine area of ​​the Ranna , which is home to near-natural, steep ravine forests, which are designated as Natura 2000 area in the south . In the south of the area is mostly a natural species composition and structure of spruce-fir-beech forest, where the ravine forest area numerous ash trees , sycamore and mountain elms as well as in the lower elevations and oak-hornbeam companies occur. The average age of the community population in 2001 was slightly below the national average. 23.0 percent of the residents of Kleinzell were younger than 15 years (Upper Austria: 18.8 percent), 58.5 percent between 15 and 59 years old (Upper Austria: 61.6 percent). The proportion of residents over 59 years of age was 18.4 percent, below the national average of 20.2 percent. As a result, the average age of the population of parish churches changed in all segments. The proportion of people under the age of 15 fell to 17.9 percent as of January 1, 2013, while the proportion of people between the ages of 15 and 59 increased significantly to 65.7 percent. In contrast, the proportion of people over 59 years of age fell to 16.4 percent. According to marital status, in 2001 49.1 percent of the residents of parish churches were single, 44.0 percent married, 5.2 percent widowed and 1.7 percent divorced.

Municipal council

The municipal council, as the highest body of the municipality, has 19 seats and is elected every six years in the course of Upper Austria-wide municipal council elections. The municipality board consists of five members, whereby the Austrian People's Party (ÖVP) is represented on the municipal board after the municipal council election in 2009 with the mayor, the vice mayor and two other members and thus has the absolute majority in this body. The Social Democratic Party of Austria (SPÖ) sends another member.

The strongest parliamentary group in the parish council of Pfarrkirchen has always been the ÖVP, which since 1945 has always achieved an absolute majority of votes and mandates and even achieved a two-thirds majority in every election. In 1949, the ÖVP achieved its best result to date with 100 percent, with no other party running. Up to and including the 1985 election, the ÖVP always had more than 80 percent of the vote, between 1991 and 2009 it came to 71.0 to 74.8 percent. In 1997 it had its worst result with 71.0 percent. The second strongest party in the parish council of Pfarrkirchen has always been the SPÖ since 1945, although it did not stand as a candidate in 1949. While the SPÖ's results were always a maximum of 14 percent up to 1991, the SPÖ achieved 18.7 to 26.7 percent between 1997 and 2009. The Freedom Party of Austria (FPÖ) entered the community for the first time in 1991 and reached 11.9 percent, in 1997 it reached 10.3 percent. Since then, however, the FPÖ has not appeared in parish churches. The 2015 municipal council election resulted in the following:

In the first direct election, Mayor Johann Moser (ÖVP), who has been in office since 1991, was able to decide against the SPÖ candidate in the first ballot with 76.6 percent. In 2003 Moser was again confirmed in office with 75.0 percent in the first ballot, but without opposing candidates. In 2009, his successor Gierlinger won the election with 86.3 percent unopposed. In 2015 Hermann Gierlinger was confirmed in office with 93.7% of the votes.

The parish of Pfarrkirchen im Mühlkreis determined the design of the parish coat of arms and the parish colors (red-white-green) by resolution of the parish council on August 24, 1979. By resolution of the Upper Austrian provincial government on December 10, 1979, the coat of arms was awarded and the community colors were approved. The parish church of the Assumption of Mary is originally a Romanesque / Gothic church that was extensively baroque at the end of the 17th century. The church was built in the 13th century in Romanesque style. From this period some remains of frescoes have been preserved in the nave. The church is surrounded by a churchyard and a curtain wall surrounding it. The church interior is characterized by lavish wall design with frescoes and stucco paintings by Giovanni Carlone and his colleagues. A special feature is that the stucco of the church is also painted (stucco finto). This type of painting had not existed in Austria up to this time and was a new form of decoration at that time. After major damage from local fires in 1678 and 1682, the church was redesigned in the late Baroque style by the Passau cathedral architect Carlo Antonio Carlone . By 1697 Giovanni Carlone completed the ceiling frescoes of the church, which were painted over in the 19th century and only came to light again during the restoration of the church from 1988 to 1995 and were restored.

Other important sights are the four-wing Altenhof Palace and the late Gothic, Baroque-style Loretto Chapel. Originally used as a burial chapel, the chapel was converted to Baroque style from 1670 to 1673 and converted into a Loretto Chapel from 1693 to 1694.
