history
Bolshoi Kamen (Russian for "big stone") was established in 1947 as a military naval base. In 1956 the status of urban-type settlement was granted and on August 31, 1989 city rights were granted.
During this time, the regulations for the previously secret location were relaxed, there were plans to build a civil seaport, but these were nullified with the reassignment as a closed city on July 19, 1996. In the 1990s, the ship repair businesses were virtually at a standstill, which led to a significant population decline due to emigration.
