Canal Seine-Nord Europe
The Canal Seine-Nord Europe ( CSNE ), also inland waterway Seine-Schelde and Canal Seine-Nord , is the project of a 106 km long canal in a south-north direction through northern France between the catchment areas of the rivers Seine and Scheldt . Ships up to category Vb (push convoy with two barges) should be able to navigate the planned inland waterway . It would connect the Paris basin or the greater Paris area ( Île-de-France ) with Belgian ports, in particular the port of Antwerp . The project has been included in the transport infrastructure plan of the European Union (project no. 30 on the list of 30 priority projects ).
The project planning ended in 2010. At that time it was expected that it would go into operation in 2017.
After the change of government in France (mid-2012), the construction costs were re-estimated. A report by the ' Conseil général de l'environnement et du développement durable ' (CGEDD) and the 'Inspection générale des finances' (IGF), completed in January 2013 and published on March 29, 2013, estimated the actual costs at over 7 billion euros and pointed out project risks. Transport Minister Frédéric Cuvillier said the costs were underestimated and the revenues overestimated; funding is unattainable. He suggested changing the route ; the European Commission should bear a third of the project costs. In view of the sovereign debt crisis in the euro area , the financing of the project was considered questionable. On October 3, 2017, all parties involved agreed on the implementation of the project. By leaving the construction of the canal to the regions, the Republic of France can keep its deficit below 3% under the Maastricht criteria.

The canal should run parallel to the Canal du Nord, which is only navigable for Péniches, along a Compiègne - Noyon - Péronne - Cambrai line and connect the Oise , a right tributary of the Seine, with the major shipping route Dunkirk-Schelde (Canal Dunkerque-Escaut). The existing Oise side canal between Compiègne and Noyon is to be expanded with the exception of a new section between Thourotte and Ribécourt-Dreslincourt . A new route is planned from Noyon, it will first lead to the Somme valley and on its western edge crosses the A29 autoroute between Amiens and Saint-Quentin and the Somme west of Péronne with a 1330 m long and 40 m high bridge. The major shipping route Dunkirk-Scheldt is reached northwest of Cambrai at Aubencheul-au-Bac . Seven locks , three canal viaducts and two water reservoirs are to be built along the canal.

The Seine-Nord Europe Canal is intended to connect the Paris region and the ports of Le Havre and Rouen to the seaports of Dunkirk , Antwerp and Rotterdam as well as the Belgian, Dutch and German waterway networks. The operation of the canal is expected to significantly relieve road freight traffic, especially on the parallel A1 Autoroute ; 7 million tons of freight , mainly container freight , should be able to be shifted from the road to the ship every year . A favorable impact on the economy of the regions on the new waterway is expected, the construction of several ports and loading facilities as well as the construction of the infrastructure for commercial zones and logistics centers near the port are planned, as well as an industrial area on the canal in Marquion west of Cambrai. In Nesle to a transit point Water Rail with connections to the railway Amiens - Laon - Reims arise. New marinas are also planned.

The decision in favor of the planned route up to 2013 was made in 2002 after alternative routes further east had been investigated , including along the Canal de Saint-Quentin . On November 20, 2006, the planning approval procedure for the Canal Seine-Nord Europe was initiated by the French government at the time (under President Jacques Chirac ); construction work was originally scheduled to begin in 2010. The financing should (te) take place in a public-private partnership with the participation of the French state, the regions Île-de-France , Picardie , Haute-Normandie and Nord-Pas-de-Calais as well as the European Union . The construction costs were estimated at over 3 billion euros in 2006. The Belgian state should (if the canal is built) develop neighboring waterways in order to make the connection to the Meuse navigable for larger types of ships.
During the planning phase, among other things, safety-relevant and monument protection concerns were raised. The planned design, especially of the canal bridges , is described as insufficient to prevent significant amounts of water from escaping in the event of accidents or attacks. The canal route runs over some battlefields from the First World War ( zone rouge ), which are remembered by numerous monuments and military cemeteries. The western front at that time was about 750 km long (the northernmost 60 km on Belgian soil); the canal could spoil the appearance of these rural areas (which has not changed much since 1918). Extensive archaeological explorations on parts of the route have already taken place.

Formerly planned route
According to a declaration by Transport Minister Frédéric Cuvillier in March 2013, the following route planned until then is to be changed.
- 34 km in the Oise department (of which 18 km in the Oise valley)
- 19 km in the Pays Noyonnais
- 26 km through farmland in the Somme and Oise departments
- 46 km through the Somme department, of which 24 km the Somme and river
- 26 km in the Nord-Pas-de-Calais .
Beginning in Brunémont , then Marquion , Bertincourt , Moislains , Péronne , Brie , Nesle , Noyon , Ribécourt-Dreslincourt , Janville and Compiègne .
Seven locks planned: at Oisy-le-Verger , at Marquion - Bourlon , at Havrincourt , at Moislains , at Pont Canal de Péronne , at Campagne , at Noyon , at Montmacq .
Others
The Seine is navigable to Nogent-sur-Seine = 560 km. Seagoing ships can sail the Seine as far as Rouen (about 80 km inland). Rouen is both a river and a seaport . The maximum ship length is 260 meters with a maximum of 150,000 tons. Rouen is the fifth largest port in France (after Marseille, Le Havre, Dunkerque, Saint-Nazaire).
