The women's league was held in three seasons this year:
Unit Rostock, Lok Schwerin and Motor Rathenow competed in Season I; Energie Görlitz, ISG Hirschfelde and climber Chemie Weißwasser played in Season II, SG Leipzig-Eutritzsch, Progress Groitzsch and climber Lokomotive Loop in Group III.

As in previous years, the teams played in two seasons, with Empor Rudolstadt switching back to season II compared to the previous year and the two teams of the promoted from Dresden being grouped in season I. On game days 1 and 3 the relays played among themselves and on game days 2 and 4 against the teams of the other relay.
ISG Hirschfelde I and II, progress Zittau, SG Eutritzsch and the newcomers Motor Dresden Ost and Rotation Dresden Mitte played in season I; Chemie Zeitz, Empor Rudolstadt, Motor West Erfurt, Lok Wittstock, Empor Barby and unit hall in season II.

2nd matchday: 20./21. June 1964 in Zeitz
