Ease of Doing Business Index

Countries by placement in the "Ease of Doing Business Index 2017"

The Ease of Doing Business Index is an index that was developed by the World Bank and appears annually. The development of the index is attributed to the Bulgarian economist Simeon Djankow , who worked for the World Bank. Other people involved in the index are Oliver Hart and Andrei Shleifer .

The index is published annually as part of the World Bank's "Doing Business Report". The index is considered the world's best known and most comprehensive study of business friendliness and corporate regulation in economies. Since the index also influences the business decisions of large companies, over 100 governments have introduced reforms to improve their ranking since the index was first published in 2006.

methodology

The Ease of doing business Index is the world's most comprehensive study of business regulation. The index is the result of an annual survey of 12,500 experts and economists from 190 countries. The following 10 indicators determine a country's position in the ranking:

Duration for starting a new company

Effort, time, costs and capital required to start a business

Acquisition of a building permit

Effort, time, costs and capital required to acquire a building permit

Access to electricity

Effort, time and costs for a reliable power supply

Property registry

The effort, time, and cost of registering and protecting property.

Access to credit

Effort, time and cost of getting a loan

Protecting Investors

Presence of rules and laws to protect investors and minority owners

Taxes

Tax burden for companies and time spent on tax returns

International trade

Effort, time and cost of importing and exporting goods and services

Contract security

Presence of rules and laws to protect the interests of contractual partners

Bankruptcy proceedings

Effort, time and costs of bankruptcy proceedings and the survival rate of bankrupt companies

Factors such as the general prosperity of a country, proximity to large markets or the quality of the infrastructure are not included in the index, since only the quality of corporate regulation in an economy is explicitly assessed. However, the method implies that the regulatory requirements are primarily assessed from the perspective of potential foreign investors, not from the perspective of domestic small business owners. Corruption is also not taken into account, which is quite high in some of the countries leading the Doing Business Index and can hinder rule-compliant business initiation and processing more than bureaucratic regulations or taxes do, and so on. a. in Georgia, North Macedonia or the United Arab Emirates.
